The contractor will establish and operate a program for the Assisted Voluntary Return of unsuccessful asylum seekers and other aliens INS approves for the program. The projected period of performance is September 1997-March 1998. The contractor will operate in the Washington DC area, and travel throughout the United States may be required. The contractor will establish standard operating procedures, conduct trainings, and prepare a database, publicity materials, and status reports. The contractor will also oversee the return of approximately five aliens during this pilot program. The contractor is required to be an international intergovernmental organization with extensive experience in managing migration and assisting refugees. The contractor must be an agency with worldwide recognition who has successfully operated similar programs and has an established network of immigration contacts in other countries, in order to faciliate the orderly return/emigration of aliens. International Organization for Migration is the only source known to possess the above capabilities that can perform the required services in the required timeframe and in a cost-effective manner.
