This is a notice of intent to negotiate with Information Handling Services, 15 Inverness Way E, Englewood, Co 80150-2220 on an other than full and open competitive basis to purchase software subscription. Software consist of military, federal, and commerical information which includes specifications, standards, instructions and directives, data item desceiptions, military handbooks and associated documents. The system must be electronic and must be compatible with existing library hardware (specifically: standardized cd-rom format). The system must be potectially networkable and compatible with the index and image files loaded in the basewide INFOLINK system. The IHS system is completely compatible with established NAWCAD system architectures and communication protocols. The government intents to negotiate on a sole source basis with Information Handling Service to ensure the capability to manage other imminent and future systems installation, testing and evaluation and still support all present requirements and functions of shipboard systems.
