FISC Norfolk Detachment Philadelphia proposes to modify existing
contract N00140-94-C-CA11 with EMSA Limited Partnership in order to
allow for an additional five months of Emergency Room and Primary Care
Clinic Services at the Naval Hospital Charleston, SC. These services
shall consist of a base period encompassing three (3) months of
performance commencing 01 October 1997 plus two, one (1) month option
provisions. If all options are exercised, services will end 28 February
1998. The Emergency Room provides eligible beneficiaries with daily
convenient access into the healthcare system according to the patient's
emergent, urgent or not-urgent needs. The PCC provides eligible
beneficiaries with daily, convenient access into the health care
system, providing primary care for acute and stable chronic conditions.
This extension effort to contract 94-C-CA11 calls for the provision of
174 hours per month of a Project Manager who will oversee operation of
the ER/PCC. The ER consists of the following estimated level of effort
for the following categories: ER Medical Director-174 hour per month;
ER Nurse Manager-174 hours per month; ER Physicians-913 hours per
month; ER Physician Assistant/Nurse Practitioner-487 hours per month;
ER Registered Nurses-1460 hours per month; plus monthly provisions for
ER Auxiliary and Administrative support staff. The PCC consists of the
following estimated level of effort for the following categories: PCC
Medical Director-174 hours per month; PCC Nurse Manager-174 hours per
month; plus monthly provisions for the services of five full-time
Physicians, 2 1/2 full-time Physician extenders, five full-time
Licensed Practical Nurses along with monthly provisions for the
services of Auxiliary and Administrative support staff. This action is
required in order to provide continuity of services before a follow-on
contract can be placed. This firm is considered the only supplier of
these services at this time, as they are the only firm which can timely
support the immediate needs of the Government without a costly start-up
period. This extension modification to contract 94-C-CA11 is for
services which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.302-1. Interested persons
may identify their interests and capability to respond to the
requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST
FOR COMPETITIVE PROPOSALS. However, all proposals received within
forty-five days after the date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
open the requirement to competition based upon responses to this notice
is solely within the discretion of the Government. The government will
not pay for information received. The applicable Standard Industrial
