located at the VA Medical Center, Denver, CO, seeks to develop a
program to provide Optometry services for its veteran patients located
in the VA Rocky Mountain Network (VISN 19) comprising the states of
Colorado, Wyoming, Montana, Utah; the counties of White Pine and Elko,
Nevada, and the southestern portion of the state of Idaho which
includes the cities of Pocatello, Idaho Falls, and Rexburg. This
Network area serves Department of Veterans Affairs Medical Centers
located in; Denver, Grand Junction, Fort Lyon, Colorado; Cheyenne and
Sheridan, Wyoming; Fort Harrison and Miles City, Montana, and Salt Lake
City, Utah. Various VA Out Patient Clinics are also located throughout
this geographic region. The proposals should particularize and explore
a wide range of optical needs and services to be adapted to a
commercial practice including; measurement of range and power of
vision, eye examination measuring errors in refractions, prescribing
glasses to correct defects,services including fittings, and eye ware
fabrication, both lenses and frames, which is all to be accomplished in
a SINGLE PATIENT VISIT. Proposals should describe distribution,
geographic coverage ability alluding to the specific locations
referenced in this notice, product and site locations,
telecommunications capability which are routinely accepted and in
current use throughout the industry, electronic funds transfer payment
capable, centralized billing/invoicing, payment methods including the
use of Government Impact Cards or other means of payment as possibly
the use of electronic vouchers, etc.. This initiative incorporates the
Networks interest in: Quantifying and making specific recommendations
in developing a business plan emcompassing the best value to the
Network in patient service and cost. This proposal is unrestricted, SIC
