In accordance with FAR 6.302-1(a)(2)(ii), the Health Care Financing Administration's Office of Strategic Planning intends to negotiate on a non-competitive basis with Actuarial Research Corporation. The purpose of this contract is to continue development of the micro simulation model used to support health policy analysis. Specifically, this procurement is needed to continue the development of the mocro simulation model used by the Office of the Actuary to analyze the impacts of changes in the U.S. health care financing and delivery system and to provide support for the expanded HCFA requirements resulting from the passage of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Proposed period of performance is twelve months from date of award with four one year option periods. Telephone requests will not be honored.
