REVISION TO THE 6/19/97 NOTICE PERTAINING TO PLANIMETRIC MAPPING AND SURVEYING (OPTIONAL) SERVICES TO BE PERFORMED AT THE WELSBACH/GENERAL GAS MANTLE SITES SUPERFUND SITE, CAMDEN AND GLOUCESTER CITY, CAMDEN COUNTY, NEW JERSEY: USEPA Contract No. 68-W9- 0051. REQUEST FOR PROPOSAL (RFP) NO. 8001-230-SUR. POC: Steven T. McNulty (201) 529-4700 Ext. 202/201-529-0823 FAX). Revisions to the RFP for procurement of planimetric mapping and surveying (optional) services originally published in a notice on June 19, 1997 has now been finalized. Proposals for the planimetric mapping and surveying (optional) services for the Welsbach/General Gas Mantle Sites (WGGM), a Superfund (NPL) hazardous waste site in Camden and Gloucester City, Camden County, New Jersey, will be received by the ENGINEER, Malcolm Pirnie, Inc., One International Boulevard, Mahwah, NJ 07495-0018 until 3:00 p.m. Iocal time on Tuesday August 19, 1997 at which time and place, the proposals will be privately opened. Proposals received after the stated date and time will not be considered, consistent with applicable FAR/EPAAR provisions. Proposals received through the mail shall be made in accordance with FAR 52.214-7 and will be accepted by the ENGENEER in accordance with FAR 52.214-7. FAXED proposals will not be accepted. This work effort is being conducted as a set-aside for a small business (SB), a small disadvantaged business enterprise (SDBE) or a woman-owned business enterprise (WBE). The WGGM site is comprised of six study areas and includes two former gas mantle manufacturing plants and residential/vacant/public land parcels. The former General Gas Mantle Corporation manufactured gas mantles using the radioactive element thorium. The former Welsbach Company processed monzanite sand to extract thorium for use in the manufacturing of gas mantles. An aerial radiological survey ofthe Camden and Gloucester City area was conducted in May 1981, in the area surrounding the former locations of the Welsbach and General Gas Mantle facilities. The survey identified several areas with radiation levels above natural background levels. Following the aerial survey, the New Jersey Department of Environmental Protection (NJDEP) identified approximately 100 properties which were potentially affected by operations at the former gas mantle facilities. The majority of these properties were residential. In addition, the NJDEP identified significant amounts of radioactive contamination within the building structures, as well as on adjacent grounds, at the locations of the former gas mantle facilities. Planimetric maps will be prepared for the six study areas. The planimetric mapping will consist of preparing a planimetric map at a scale of 1" = 50' using professional aerial photogrammetric techniques and aerial photography either obtained by or flown by the CONSULTANT. The planimetric map shall have a contour interval of two feet and show all planimetric and land use features visible in the photographs including buildings, aboveground tanks, bulkheads, streets and street names, curbs, driveways, fences, walks, trees, pools, patios, surface water bodies, and all other site features. The planimetric maps will be digitized directly at a scale of 1" = 50' with contours at 2' intervals using an analytical stereo plotting system. All WORK shall be performed by skilled technicians under direct supervision of licensed professionals to meet or exceed National Map Accuracy Standards. If deemed necessary by Malcolm Pirnie, the CONSULTANT will provide surveyed locations (northings, eastings, elevations) on the planimetric map of monitoring well, hydropunch, and borehole locations to be determined by Malcolm Pirnie, in the State Plane Coordinate System. Horizontal locations shall be to within +/-0.1 feet; elevations to within +/-0.01 feet. The planimetric mapping WORK will begin on October 6, 1997 and is expected to be completed within 60 calender days. The surveying services are optional and the time frame of completion will be determined if and when the services are needed by the ENGINEER. The RFP documents may be examined at the office of Malcolm Pirnie, Inc., One International Boulevard, Fifth Floor, Mahwah, NJ 07495. Copies of the RFP documents may be obtained at the office of the ENGINEER on or after July 21, 1997 between 9:00 a.m. and 3:30 p.m. or by written request mail or FAX addressed to the POC. The ENGINEER will not be responsible for full or partial sets of RFP documents, including any Addenda, obtained from any other source. All RFP's shall be made in accordance with the information presented in the RFP document. Copies of the Technical Proposal and Cost Proposal must be submitted in separate sealed envelopes within a single delivery package marked on the outside with "Welsbach/General Gas Mantle Sites Superfund Site, Camden and Gloucester City, Camden County, New Jersey, Planimetric Mapping and Surveying (Optional) Services Proposal Enclosed" and addressed as follows: Malcolm Pirnie, Inc., One International Boulevard, Fifth Floor, Mahwah, New Jersey 07495-0018, Attention: Steven T. McNulty. Interested parties who have already requested a copy of the RFP will automatically be sent a copy of the revised RFP and do not need to submit another request. The name and address of the Offeror shall be plainly marked on the outside of the proposal package. No exceptions or deviations from the requirements stated in the RFP documents will be considered. To perform this WORK, the successful Offeror shall be a licensed State of New Jersey surveyor, have field personnel 40-hour trained in Hazardous Waste Operations in compliance with 29 CFR1910. 120(e)(4), and obtain all other licenses and permits necessary for the WORK as required by federal, state, and local statues. The ENGINEER has developed Evaluation Criteria for the Technical Proposal. The Offerors shall submit information in regards to Corporate Experience and Capabilities, Experience and Capabilities of Proposed Staff, and Other Evaluation Criteria deemed necessary by the ENGINEER to evaluate the Offeror's qualifications. If preferred, theOfferor may used Standard Forms (SF) 254/255 for the submittal of the required information. Selection of the CONSULTANT will be based upon the qualifications of Offerors. Before a subcontract is awarded, compliance with all USEPA requirements specified in the RFP Documents must be demonstrated and will be subject to USEPA review and consent. The ENGINEER reserves the right to: (1) reject all proposals or any proposal not conforming, in the sole opinion of the ENGINEER, to the intent and purpose of the RFP documents; (2) postpone the award of the subcontract, or (3) cancel this solicitation at any time prior to subcontract award.
