proposes to acquire by negotiation, services for the operation of seven
(7) ocean going tugs which are currently operated by a combined
military and civil service crew. The period of performance is three (3)
years with two (2), one (1) year options. Contractor personnel must be
U.S. citizens possessing or capable of obtaining required security
clearances and licenses. The required efforts are subject to Government
cost comparison IAW OMB Circular A-76 to determine economic feasibility
of contracting out. Offerors are advised that an award may not be made
under the solicitation if the cost comparison results indicated that
the work should be performed by Government personnel. This is a
reissuance of the synopsis for this requirement published in the CBD on
5 MAR 1997. Previous responders need not respond. RFP N00033-97-R-1003
will cover the required services. Anticipated issue date for the
