EMV-97-IB-0043, toni.pasquarella@fema.gov. PRESOLICITATION NOTICE. The Federal Emergency Management Agency (FEMA) is seeking prospective bidders for the following project: Contractor shall provide all the necessary materials, equipment and personnel required for the construction of a two story building. The construction shall be 90'long x 60' wide x 40' high. Site work includes: earthwork, site preparation, site excavation, modification of existing installation of building service utilities (water, sewer, electrical service, etc.) concrete retaining wall, sidewalk and landscaping. Construction shall be a two (2) story concrete block with exterior insulation system, pitched (4 to 12) trussed roof with fiberglass shingles. Interior work shall include: open web steel joist second floor, two stop elevator/stairwell tower, rest rooms, breakrooms, storage, electrical closets, mechanical room, steel stud/drywall systems, insulation, flooring (access, carpet and tile), ceramic tile, trim, windows, doors, hardware, venetian blinds/drapery and painting. Construction shall meet the Americans with Disabilities (ADA) requirements. Mechanical work shall include: replacement of existing chiller with a new screw chiller, new glycooler, new air handler units, pumps, ductwork, insulation, diffusers, chilled/hot water piping, and plumbing/sewer system. Electrical work shall include: utilizing the existing 112.5KVA, 480-208/120 VAC dry-type transformer in building 430A for providing the main secondary service to building 430B. The main distribution system for the new building shall be 200 Amps at 208/120 VAC, three phase, 4-wire, 60 Hertz. Interior work shall include: new energy-efficient lighting, new panelboards, receptacles, conduits, wiring, and provisions for a future UPS unit. Communications work shall include: installation of communications conduits, device plates (less wiring) as necessary for future computer, telephone, closed-circuit television and cable television systems. Fire protection work shall include: installation of new conduits, status panel, backboxes, conduits and wiring as well as the installation of Government furnished detectors, annunciators and Fire Alarm Control Panel. Period of Performance shall be 360 calendar days. The work will be at the Federal Emergency Management Agency, Mount Weather Emergency Assistance Center, State Route 601, 19844 Blue Ridge Mountain Road, Bluemont, Virginia 20135. This will be a Firm-Fixed Price Contract subject to availability of funds. Estimated construction is between 1 and 5 million dollars. EMV-97-IB-0043 will be issued O/A 8/11/97 with an opening date of bids estimated on 9/10/97. The dates as stated are estimated and will be finalized in the IFB. Pre-bid conference and site visit will be scheduled with specific date/time to be provided in the IFB. Dodge, The Builders Exchange Association of Virginia and Valley Construction News -- Harrisonburg. This solicitation is 100% small business set-aside. The SIC is 1545, size standard is $17 Million.
