Contract Specialist, (401)736-1785 PRESOLICITATION NOTICE: Contractor
shall provide all labor, materials, equipment, transportation and
supervision necessary to replace heating systems in family housing at
USCG Station Fire Island, Babylon, NY (Suffolk County). Work includes
the removal of the existing electric baseboard, wiring and provision of
new forced hot water system including boilers, circulators, finned tube
radiation, controls, piping, insulation, fuel oil tank, fuel oil piping
and incidental related work. Base bid is for three duplex buildings.
Optional bid items for three additional duplexes and one single family
unit. Estimated cost of this project is between $100,000 and $250,000.
SIC code is 1711. The Contractor shall have 60 calendar days from
Notice to Proceed to furnish and install all fuel oil tanks and pads.
At the conclusion of this 60 calendar day time period, the project will
be suspended until June 1, 1998. No deviations from the schedule shall
be authorized. The Contractor shall have from June 1, 1998 to
September 15, 1998 to complete all work inside the units. Solicitation

$20.00 non-refundable charge for this package. Checks should be made

The due date for receipt of quotations is on or about September 12,
1997. This project is issued pursuant to the Small Business
Competitiveness Demonstration Program, and is unrestricted. THE
FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR MINORITY, WOMEN-OWNED,
AND DISADVANTAGED BUSINESS ENTERPRISES: The Dept of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible primeor subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment and
performance bonds up to $1.0 million per contract. The DOT provides an
80% guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short-term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The max. line
