Strike System Program Office (WMG), Product Support Office (PSO),
Contracting Directorate (WMGK), Aeronautical Systems Center (ASC), Air
Force Materiel Command (AFMC), Eglin AFB FL, anticipates award of a
sole source contract to Motorola, Inc., Space & Systems Technology
Group, Scottsdale, AZ. A sources sought synopsis for this acquisition
was published in the Commerce Business Daily on 22 Jan 97. The award,
subject to receipt of funds, will be for an Engineering and
Manufacturing Development (EMD) effort for the Hard Target Smart Fuze
(HTSF), with two follow-on options to procure approximately 500 HTSF
units to satisfy Air Force requirements. Contract award is anticipated
in Oct 97. The baseline for the EMD effort will be the HTSF design
resulting from the Wright Laboratory Armament Directorate's (WL/MN)
Advanced Development program (contracts F08630-95-C-0065 and 0011). The
accelerometer-based fuze will provide burst point control for the
GBU-28A/B weapon employing the BLU-113 warhead. The HTSF system will
have the capability to provide modes of operation consisting of
void/layer count, depth of burial (accelerometer double integration),
and redundant electrically selectable backup time delays (0-255
milliseconds). Additionally, the fuze will be compatible with a
modified FZU-55 for power and environmental sensing to determine safe
separation from the attack aircraft. The fuze will not be required to
have an electrical interface with the aircraft, but will be capable of
being set with mission parameters via a Ground Setter Unit (GSU)
developed under the WL/MN Advanced Development program. The basis for
the GSU is the Common Munition Bit Reprogramming Equipment (CMBRE). The
fuze will be qualified (certifiable) for use with the F-15E aircraft.
A reprocurement data package is not available. This action is
contemplated in accordance with 10 U.S.C. 2304 (c) (1) since Motorola
is the only known responsible source that can satisfy the government's
requirements. This synopsis is not a Request for Proposal (RFP) or an
Invitation for Bid (IFB) and is not to be construed as a commitment by
the Government. We anticipate release of the RFP 15 days after the date
of publication of this notice. An Ombudsman has been appointed for this
acquisition. The only purpose of the Ombudsman is to receive serious
concerns from potential offerors and communicate these concerns to the
appropriate government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern.
