Bureau is requesting quotations from Offerors for the purchase of at
least seven sport/utility vehicles. The vehicles must be sport utility
vehicles with 4 doors and 4 wheel drive, unleaded gas, manual
transmissions, air conditioning (optional), power steering/power disc
brakes, minimum of 6 cyclinder engine, driver and passenger air bags,
folding rear seat, manual shoulder/lap safety belts for outboard front
and rear seats, manual lap safety belt for front and rear center
seats, cloth seats. A mixture of dark colors is preferred. Quotations
from Offerors are also requested for at least two pick-up trucks, with
4 wheel drive, with extended cab, 6 cylinder, 4 L engine, manual
transmissions preferred, air conditioning, all terrain tires, heavy
duty bumpers with two package, cloth interior, standard size bed, color
beige or gold preferred. Offers will only be considered from following
manufacturers:(Ford Motor Co), Chevrolet (General Motors Corp) and
Dodge (Chrysler Corp) as they will be maintained at the locations of
the requiring User in Central America. Those are the only brands for
which maintenance facilities are available in those countries. The
Government will make an award to the responsible offeror(s) whose offer
conforms to the solicitation contained herein and is most advantageous
to the Government (i.e., that which represents the best value to the
Government), cost or price and other factors including time period
required for delivery to US Despatch Agency, Miami, FL, considered. The
combined relative merit of the technical evaluation factors listed
above will be more significant than cost or price in the selection of
the contractor. While the cost or price factor has no numerical weight,
it is a criterion in the overall evaluation of proposals. Furthermore,
the proposed cost or price must be considered reasonable and must
reflect the proposed technical requirements for the vehicles. The
Government may award a contrct to other than the lowest priced offer.
In the event that two or more offers are considered technically
equivalent, the evaluated cost or price will be of primary importance
in determining the proposal most advantageous to the Government.
Delivery period must be at a minimum no greater than 90 days after
award, unless an award is made for a vehicle which must be purchased
off the Manufacturer's assembly factory prouction line in order to meet
the Government's technical requirements. In that case, the
Manufacturer's factory production schedule for the models of vehicles
required will be taken into consideration and a longer time period may
be allowed by the Government for delivery to the US Despatch Agency in
