Institute of Standards and Technology (NIST) has a requirement for an
instrument controller and data acquisition system ("controller system")
for an in-house-built, 2D coordinate-measuring machine that features a
large-range STM probe and laser-interferometer-based displacement
measurements. The controller system hardware shall be based on the
industry standard VME bus or VXI bus. A low-noise VME/VXI chassis shall
be provided. There shall be four independent digital signal processors
(DSPs) (TI TMS320C40 or equivalent) accessible through the VME/VXI
bus. Each DSP shall have its own independent mezzanine bus for
interfacing with input and output (I/O) modules. 32-bit TTL parallel
I/O modules are required on all four DSPs. Two of the DSPs also require
8 channels of 16-bit DAC and 6 channels of 16-bit ADC on each. The
controller system shall interface with an existing Sun Ultra
workstation, operating under Solaris 2.5. The controller system
development software shall be installed on this workstation. Bus
adaptors shall be provided to the VME/VXI chassis including necessary
hardware and software. The provided software shall also include a C
source-code editor, a DSP cross-compiler, an optimized C-callable
library of DSP and I/O hardware drivers, C-language programming
examples, and command-line-input software for data streaming between
I/O modules, DSPs, memory, and the host workstation. Complete

above. The system shall be delivered in a "ready-to-program" state,
FoB Destination, Gaithersburg, MD. All of the hardware and software
shall be installed and fully functional. The software that is to be
installed on the Sun workstation shall be installed at the NIST site.
A minimum of one day of on-site training on system use shall be
provided. Delivery and installation are desired two months after
receipt of Order and are required four months after receipt of Order.
A 30-day on-site testing period shall be allowed before final
acceptance in order to allow evaluation of the differential linearity
of the DACs and ADCs, the integrated functioning of the application
software, etc. A minimum 1-year warranty shall be included for the
system hardware and supplied software. Failing or malfunctioning
components shall be replaced or repaired at no cost during the warranty
period. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB760264 is issued as
a Request for Quotes. The Government will award a Purchase Order to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. Offerors shall comply with the provision at FAR 52.212-2
and submit a technical description of the item(s) being offered in
sufficient detail to evaluate compliance with the requirements of this
solicitation. The following factors will be used to evaluate offers:
(i) Degree to which the proposal meets the additional desirable
features, (ii) Past experience of offeror in supplying, installing and
training on similar systems, and (iii) Ease of use and breadth of
features of software development systems. These technical evaluation
factors are approximately equal in value, and when combined are
significantly more important than price. In order for the Government to
evaluate Criterion (ii) above, offerors should provide a list of three
recent customers for whom similar controller systems have been
delivered, and who may be contacted. Please provide addresses,
telephone numbers and points of contact from each source. Offerors
shall include appropriate product literature and a statement of
compatibility which clearly document that offered products meet or
exceed solicitation requirements. In the event that no offer is
received which meets all of the minimum requirements, the Government
reserves the right to award to that offer that most nearly meets the
requirements. The clause at FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items, applies to this acquisition. Also the clause at
52.212-5, Contract Terms & Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition,
including the following FAR clauses: 52.219-8, Utilization of Small
Business Concerns and Small Disadvantaged Business Concerns; 52.222-6,
Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled
and Vietnam Era Veterans; 52.222-36, Affirmative Action for

Act-Supplies; and 52.225-21, Buy-American Act-North American Free Trade
