301/402-3070. This is a combined synopsis/solicitation for commercial
items description, prepared in accordance with the format in FAR 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation, proposals are
being requested and a written solicitation will not be issued. The
solicitation, No. 263-97-P(M7)-0047 is issued as an Invitation for Bid
(IFB). The solicitation/contract will include all applicable
provisions and claues in effect through FAR FAC-90-46. The Standard
Industrial Code is 3844, and the business size is 500 employess. This
requirement is a Small Business set-aside. A. The X-Ray Diffraction
System shall consist of an image plate detector including controller,
theta stage, x-ray mirror, 6-piece set of erasing lamps, x-ray shutter,
re-installation and four foot extension to existing radiation
enclosure, data processing software, and computer controlled crynogenic
system. B. The system shall allow users to select pixel sizes of 50
microns x 50 microns, 100 microns x 100 microns, 200 microns x 200
microns. C. The system detector shall consist of a dual photo
multiplier configuration having a dynamic range of 100,000. D. The
sensitivity of the system detector shall be I photon per ADC or better.
E. The system shall read plates in such a way that coordinate
conversion to orthogonal coordinates is not required. F. All system
mirrors shall be helium purged to limit air scatter and oxidizing
effects. G. The optical portion of the system shall have remote control
of mirror translation, curvature, and slit aperture. H. The diffraction
system shall include a subsystem having the capability to operate at
-180 degree centigrade temperatures without the use of liquid nitrogen.
I. The system shall include a flexible transfer tube allowing for
positioning in any orientation from vertical to horizontal. J. The
Contractor shall furnish all items necessary to allow for mounting the
Diffraction system to an existing Rigakku RU200 rotating anode
generator. K.Shall include a HKL or equal, area detector processing
software package capable of reducing collected data. Offers must be in
writing and are due no later than TWENTY-ONE (21) DAYS after
publication of this notice. Please cite the solicitation number on your
bid. T. Site Visit: All interested bidders are invited to inspect the
existing facility and local conditions that will effect installation
and opeation of the required X-Ray Diffraction System. The side will be
made available for inspection to all prospective bidders at Twinbrook
II, 12441 Parklawn Drive, Rockville, Maryland, on August 7, 1997, at
10:00 a.m. During the inspection, questions concerning the local
conditions and problems that may arise will be discussed. However,
nothing done or said during the inspection will be considered as
altering, modifying or qualifying the contract resulting from this
solicitation, unless such change is made in writing by the Contracting
Officer. In no event will failure to inspect the site constitute
