410-965-9483 The Social Security Administration (SSA) has a requirement
for eight additional copies of an asset management software product
called "Property Plus" by Inte-Great Corporation of Bethesda, Maryland,
which is currently in use at the SSA headquarters in Baltimore and two
of its ten SSA regional offices, the Seattle and Atlanta regional
offices (ROs). The additional copies shall be installed at the
remaining 8 ROs: New York, Dallas, Kansas City, San Francisco,
Philadelphia, Chicago, Boston, and Denver. SSA has identified Property
Plus as the only product that can meet its requirements, based on
SSA's previous purchase and current use of Property Plus at the SSA
headquarters and the Seattle and Atlanta ROs. SSA has invested
approximately $47,000 for the Property Plus system at the SSA
headquarters and the two ROs, including installation and training at
all three locations. SSA has also invested an unestimated number of
staff hours in learning the Property Plus software and the Janus 2020
interface it has with SSA's barcode scanners. Therefore, SSA intends to
negotiate on a sole source basis with Inte-Great Corporation, pursuant
to the authority of 41 U.S.C. 253(c)(1), to provide for the
acquisition of eight additional software copies, installation, and
training for SSA's remaining 8 ROs, unless SSA determines that a more
advantageous alternative exists in terms of total cost (i.e., taking
into account SSA's previous investment) and product acceptability.
Vendors who can provide a software package that meets all of SSA's
requirements (listed below) but is NOT compatible with SSA's existing
environment shall respond based upon providing a replacement product
for SSA headquarters and all 10 ROs. Vendors with a software product
that is fully compatible with SSA's existing copies of Property Plus
and Intemec Janus 2020 barcode scanners shall respond based upon
providing only the required 8 additional copies for the remaining ROs,
along with the requisite installation and training for it as described
below. Interested vendors are invited to respond within 15 calendar
days of the publication date of this announcement. The software must be
a commercial, off-the-shelf product and at a minimum meet the following
requirements: It must (1) have two-way data transfer capabilities with
SSA's existing portable barcode scanners (Intemec Janus 2020) that are
currently programmed with the necessary portable software modules,
developed by Integrate, for audit and data collection functions; (2)
operate in a Windows NT network environment, networked or stand alone
Windows 95 or Windows 3.11 environment; (3) have built-in security,
including the ability to assign field level user rights with optional
password protection; (4) be capable of tracking and reporting active,
surplused, and disposed inventory; (5) support and generate bar code
technology printing; (6) contain the capability to assign an unlimited
number of components to any asset; (7) provide asset profile of
internal related components as well as maintenance, service history,
and transaction history profile tracking in accordance with GSA
property management requirements; (8) provide audit capability
functions and life cycle management; (9) contain the capability for the
preparation, compilation and view of various on-line reports and custom
report generation; (10) be able to handle over 150,000 property records
without any degregation of system performance; (11) automatically
calculate depreciation for all assets and components and provide
summary and detail reports for life cycle property values; (12)
currently be used by/installed at a minimum of five federal government
agencies, (13) be able to transfer property to SSA field offices using
an automated property transfer program; (14) interact with the data
collection and audit software developed for the Janus 2020 scanners;
(15) be year-2000 compliant. The system shall use tables to input data
in specified fields such as model, manufacture, etc. The system shall
provide an automated interface to the Agency's existing PropertyExcess
Disposal System written in Delphi. The vendor shall provide at the SSA
headquarters in Baltimore individual training sessions for 2 people
per unit of software to the extent that the trainees are able to fully
utilize the software with minimal assistance, i.e., have a working
knowledge of the software. The vendor shall not be required to provide
more than 16 hours of training. The vendor shall install both the
property management software and database at SSA headquarters and the
SSA ROs. The database to be installed at each office shall be specific
to that office, meaning that the vendor shall create for each regional
office its own specialized property records database from the master
database currently at SSA headquarters. Interested parties must respond
with written capability statements to this notice within 15 calendar
days from the date of this publication. Only written responses will be
accepted. The capability statements must clearly state the company's
ability to meet the stated requirements and indicate a general price
estimate (if not already provided via standard product literature).
Respondents should indicate whether they are a small business or an
other than small business concern. No contract award will be made on
the basis of responses received. However, this information will be used
in SSA's assessment of technically capable and economically viable
sources. Respondents will not be notified of the results of the
evaluation of the source data received. THIS IS NOT A REQUEST FOR
PROPOSALS. Requests for copies of a solicitation will not be honored or
acknowledged. The Government does not intend to pay for information
