System, Code 4.10, intends to procure engineering and design analysis
efforts to embody Uninhabited Naval Strike Aircraft (UNSA) concept
synthesis, configuration layouts, representative system/subsystem
definitions, and estimates of weight, spotting factor, aerodynamic
characteristics, installed propulsion performance, and aircraft mission
and point performance including takeoff and landing capability. Launch
and recovery concept exploration and feasibility will be emphasized.
The contractor will base the initial UNSA designs on in-house
investigations, as available, especially with respect to the selection
of on-board avionics, weapon payload, vehicle utilities, subsystems,
and survivability features. This study will synthesize and define a
family of UNSA concepts which can operate within carrier battle groups
and amphibious squadrons, thereby expanding greatly the Navy's power
projection capability. The UNSA designs will be configured as highly
survivable, tactical platforms tailored stressing strike warfare tasks.
They will employ vertical/short takeoff and landing (V/STOL)
technologies to meet unique maritime launch and recovery modes. The
contractor will synthesize and develop 3 UNSA concepts which cover
various maritime employment schemes and V/STOL technologies. The
study's objective is to determine initial; UNSA design definitions and
critical technology needs to help guide Navy planning efforts in
mission areas, operational concepts, system affordability/design
tradeoffs, and science and technology (S&T) activities. This new
requirement will be using the Simplified Acquisition Procedures (SAP).
Contract award is anticipated on or about 01 September 1997. It is the
Navy's intention to award a Sole Source, Firm Fixed Price contract to
