The Navy is soliciting a contractor to plan, arrange, and conduct the Office of Naval Research Postdoctoral Fellowship Program. The objective of this program is to encourage the involvement of creative, capable and highly trained scientists and engineers from academia and industry in areas of great interest and relevance to the Navy. The total number of participants currently active in the fellowship program is 44. The peak participation level of the program was approximately 85 participants in 1993. During the period between April 1994 and March 1997, proposals were received from 119 potential participants, 88 offers of appointment were made, and 70 offers were accepted by program participants. The contractor will continuously monitor the program, assessing the effectiveness and efficiency of methods employed and advising the Government of opportunities to improve the program. The contractor shall provide the necessary personnel, facilities, equipment and other resources required for the administration of the Office of Naval Research (ONR) Postdoctoral Fellowship Program as set forth in the following tasks: solicitation of qualified applicants, guidance to assist applicants and Naval Laboratories/Centers, evaluation of applicants (acceptance and review of applications), paying of stipends and benefits to fellows, maintenance of ONR Postdoctoral Program data base, quarterly reports, and transfer of administrative responsibility.
