a Request for Proposal (RFP), on a sole source basis in accordance with
Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible
Source, to obtain these services from General Sciences Corporation
(GSC), 6100 Chevy Chase Drive, Ste. 200, Laurel, MD 20707, for a three
month extension, 1/7/98 through 4/6/98, to the existing NASA Contract
NAS5-32351. These services are a continuation of TRMM Science Data and
Information System (TSDIS) maintenance, enhancement, and personnel
training support services which require software analysis, system
problem identification and analysis, software coding and testing, data
analysis, system performance analysis and evaluation, science support,
operations personnel training, program management and administrative
support for the software development. This extension is required due to
the delay of the TRMM launch, orginally scheduled for August 1997. The
new launch date is scheduled for November 1997. The current contract
includes 5 months of post-launch support for the optimal adaptation of
the operational system performance and functional analysis,
fine-tuning of system operational parameters, and SW modifications, as
well as training of TSDIS operations and maintenance personnel during
the same post-launch period. This support is a continuation of work
performed by GSC, under this contract, for the past 4 years. Several
agencies and organizations and more than 10 ground validation stations
worldwide are committed to the specific and critical milestones
regarding the delivery and processing of TRMM satellite science data,
ground-based radar data, science algorithm validation, science data
product verification, software, scientific analysis tools during the
three month period, extending from 1/7/98 through 4/6/98. Please note
that this specific TSDIS support will cease at the end of this extended
contract period and there will be no follow-on support requirements. In
accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One
Responsible Source, NASA/GSFC intends to obtain these services from
General Sciences Corporation (GSC), 6100 Chevy Chase Drive, Ste. 200,
