The 18th Wing, Kadena AB, Okinawa, Japan is soliciting interest from interested parties to provide technical consultation to ensure smooth design of the Intelligent Infrastructure Network (IIN) at Kadena Air Base, Okinawa, Japan. The IIN is an initiative designed to provide centralized monitoring and control of utilities, facility and infrastructure systems, and enhance basewide information exchange. The network will be capable of supporting airfield facilities, support facilities, existing infrastructure, and housing units. The infrastructure of the network will have the ability to provide voice, video, and data transmission services, but Kadena AB is also considering additional services that may be economically and technologically feasible. The primary goals of the IIN are: reduction in water or fuel system leaks; decreased response time for fire and police; decreased cost associated with responding to false alarms; and improved information flow. These goals will be achieved by useof "intelligent building" techniques and technology, such as installation of sensors and controls throughout base facilities and infrastructure; smart network design for information exchange; and interfaces with the Geographical Information System(GIS) currently under development at Kadena AB. All of the technology used in the IIN is existing, with the primary challenge being determining the optimal selection and integration of these systems to achieve our goals. The IIN project will be accomplished in several phases conducted under competitive proposal procedures. This initial phase is a study, with future anticipated phases including testbed installation and evaluation as well as a full-scale implementation throughout Kadena AB. The services to be provided by the consultant sought under this announcement include the following: consultant will provide examples of IIN technology or similar technology currently being utilized in the military arena, municipalities, or similar settings; consultant will provide examples of utility savings, computer integration scenarios, security enhancement abilities, fire response sensors/controls,smart building/smart city concepts and other telecommunications options applicable to IIN; consultant will provide information regarding methods of information transmission (i.e. fiber optic cable, copper cable, RF, etc.); consultant will evaluate feasibility of integrating IIN with existing fire detection and security systems. This information will include strategic-level recommendations for an IIN design approach at Kadena AB. Consultant will provide expertise for assisting in the planning, organizing, and executing of the Kadena AB Industry Day. Industry Day is a forum where companies may meet on Kadena AB to obtain information about IIN and show their products. Kadena AB requests responses from experienced qualified individuals or companies regarding how the IIN might best be designed. Specific qualifications required include: current knowledge of and experience with "intelligent building/city" technology and trends (such as home/office intelligence systems, security, fire, communications, utility management, remote monitoring and management systems, and video teleconferencing capabilities); network operational, technical, and design expertise; recent experience in deployment of fiber optic and/or coaxial cable distribution; recent experience with switching monitoring and control technology systems. Desired qualifications include experience with information system and/or database integration, particularly GIS; experience with Japanese customs/tariff/status of forces agreements and requirements. Parties wishing to be considered for this IIN study phase should submit a qualifications package to be received not later than close of business 11 Aug 97(Japan-time) to the address shown in this announcement. The qualifications package should include an outline (not to exceed 2 pages) of your proposed approach to this study, an overview of your vision of the current status and trends of smart technology as discussed above (not to exceed 5 pages), a description of your organization's experience in smart technology, networking, and related areas (not to exceed 3 Pages), and resumes of the principal(s) proposed to work on the project. A Request For Quotation will be issued on or about 21 Aug 97, and the selected party will have 90 calendar days after contract award to complete the study. (0206)
