B -- TALLGRASS PRAIRIE NATIONAL PRESERVE LEGISLATIVE HISTORY SOL TAPR-LEGISLATIVE HISTORY DUE 083097 POC Debra Imhoff, Contracting Officer 402-221-4233/Tonya Bradley, Contract Specialist 402-221-3561 The Midwest Region of the National Park Service (NPS) is seeking sources interested in preparing an historical overview of the establishment of the Tallgrass Prairie National Preserve, Kansas. The NPS contemplates that the researcher shall use primary and secondary sources and oral history interviews to examine the progression of events and issues that led to and included the establishment of the preserve in the Kansas Flint Hills, from the 1930s to 1997. The completed report shall include the following elements: 1) A description and analysis of events, issues and activities by individuals, associations, and other governmental entities. This shall discuss the debate over the preserve idea at the local, state and national levels, and the interests and rationale behind the prairie preservation and private property values in the debate. It will also discuss the involvement and motives of key organizations and individuals promoting and opposing the preserve's establishment. 2) An examination of the park's legislation establishing the preserve, as well as a discussion of the Department of the Interior and/or National Park Service positions and recommendations. It is envisioned that the data shall be synthesized and presented in an approximately 50-page, typed, double spaced, stapled report.
