(202)231-2151 The Virginia Contracting Activity of the Defense
Intelligence Agency intends to issue a commercial solicitation for
counseling services to be provided to federal civilian employees
through an Agency-sponsored Employee Assistance Program (EAP). As
provided by Public Law 91-616 and Public Law 92-255, Federal agencies
were made responsible for developing and maintaining appropriate
prevention, treatment, and rehabilitation programs and services for
federal civilian employees with alcohol or drug problems, and, where
feasible, to the families of employees with such problems, as well as
to employees with alcohol or drug-dependent family members. In order to
accomplish these objectives, the DIA Employee Assistance Program has
been established to provide referral, limited diagnostic counseling,
and other assistance to the employees and family members of the Defense
Intelligence Agency located at the Defense Intelligence Analysis
Center, Washington, DC and at the Missile and Space Center (MSIC),
Redstone Arsenal, Huntsville, Alabama. The present solicitation is
intended to acquire EAP services for all DIA employees in or around
these geographic areas, as well as to provide counseling and referral
services via telephone for employees at remote domestic locations
(TBD). The EAP is chartered to provide employees assistance in dealing
with personal problems (alcohol, drug, behavioral, emotional, stress,
marital, family). The purpose of the DIA Employee Assistance Program
is to provide confidential assessment, referral, short-term counseling,
and mental health training and promotion. Anticipated date of award for
the Base Year is 01 Oct 1997, with four option years. The period of
performance for the Base Year is from 01 Oct 97 through 30 September
