AIR DEFENSE (COOPERATIVE ENGAGEMENT CAPABILITY/BALLISTIC MISSILE

Officer, at 703-784-5822 (Ext. 253) The Marine Corps Systems Command
intends to award a contract with PCC Corporation, 9479 CR 77, W West
Nisswa, MN 56468, to provide studies for Marine Corps Systems Command
(Air Defense Program Office, C4IAD) in the areas of systems engineering
and integration (SE&I), technology insertions, requirement definitions,
and advance technology analyses for Marine Corps applications of
Cooperative Engagement Capability (CEC), Combat Identification (CID),
and Family of Systems(FoS) System Integration Tests (SITs). PCC Corp.
will be assisting the Marine Corps in analyzing a variety of systems
integration requirements, conducting capability assessments, and
performing preliminary field tests in the areas described above. Period
of performance is for one (1) base year and four (4) option years
beginning 1st qtr FY98. It is estimated that the annual level-of-effort
will not exceed three (3) manyears. The Marine Corps has determined
that PCC Corporation possesses the following unique qualifications
supporting a sole-source procurement: (1) In-depth knowledge of
translating Marine Air-Ground Task Force warfighting requirements into
CID and CEC SE&I architectural specifications, with extensive joint
interoperability experience; (2) In-depth knowledge of the Marine Corps
combat development process (CDP) as it relates to CID and CEC as well
as complete understanding of the requirements-to- programs relationship
between JTAMDO and BMDO; (3) Extensive practical experience with the
FoS SITs as they relate to hardware and software improvements within
the Marine Corps Theater Missile Defense (TMD) network, and with
insight as to impact of any changes to FS/AD programs; (4) A proven
capability and intimate knowledge of the MARCORSYSCOM role within the
All Service Combat Identification Evaluation Team (ASCIET) series of
exercises; (5) Extensive subject matter expertise with Marine Corps
developments with CEC, CID, and FoS SIT initiatives including an
understanding of how SE&I issues are affecting MARCORSYSCOM initiatives
in a wide range of forums; (6) Skill with the operation and results
analysis of the Combined HAWK, Air Defense Communication Platform
(ADCP) and TPS-59 Simulation (CHATS) software for FoS SIT performance;
and (7) Extensive practical experience with Marine Corps TMD system
engineering team organization, management, and the ability to translate
findings into the Marine Corps CDP. Authority: 10 U.S.C. 2304(c)(1).
Justification: Supplies or Services required are available from only
one or a limited number of sources under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. No RFP is available for
competitive bidding. However, all proposals received within forty-five
(45) days after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract is solely within the discretion of the
Government. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive
