COMMERCE BUSINESS DAILY ISSUE OF JULY 29,1997 PSA#189799 -- ND-YAG LASERS FOR USE ON THE TROPOSPHERIC OZONE LIDAR This notice
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. This notice is being issued as
a Request for Offers (RFO) for two (2) Nd-YAG lasers for use in the
Tropospheric Ozone Lidar. These lasers must have the following: pulse
repetition rate + 50 Hz; frequency generation crystals for second,
third and fourth harmonics, including type I and type II doubling
crystals; energy at 1064nm ->100 mJ/pulse; energy at 532nm ->500
mJ pulse; energy at 355 nm ->300 mJ/pulse; energy at 266 nm
->50mJ/pulse; beam pointing stability <+/- 30 microradians over
an 8 hour period; ability to mount the laser on a vertical surface
without need to change the optical mounts (demonstrated) without loss
in specification; temporal jitter <+/- 1.0 nsec.; input power
requirements: <30 amps @ 220V single phase; or <20 amps @ 208V
3-phase; mounted beam separation optics for 532nm transmitted beam
(beam separation must be housed within the existing laser box); 355 nm
beam separation optics (pair); 266 nm beam separation optics (pair);
RS-232 interface; internal beam dump; labview driver; installation at
GSFC included; minimum two year warranty on mechanical and electrical
systems and 90 days for optical systems; laser line width 1.0 cm-1 or
less; and beam divergence <0.5 mRad for 86% of the energy. This
procurement is being conducted under streamlined procedures for
solicitation and evaluation for commercial items under test procedures
approved by the Office of Federal Procurement Policy. The procedures
and clauses in the RFO are those in effect through FAC 90-46. The SIC
Code is 3674, and the small business size standard for this procurement
is 500 employees. All responsible business sources may submit an offer
which shall be considered by the Agency. Delivery to NASA/GSFC is
required before September 30, 1997. Delivery shall be F.O.B.
Destination. The DPAS rating for this procurement is DO-A7. Offers for
the item described above may be mailed or faxed to the identified
point of contact and must include the solicitation number, proposed
delivery schedule, discount/payment terms, taxpayer identification
number (TIN), identification of any special terms, and be signed by an
authorized company representative. Offerors are encouraged to use
Standard Form 1449, Solicitation/Contract/Order for Commercial Items,
which can be found at URL:

offer. Offerors shall provide the information required by FAR 52.212-1,
and 52.212-3, prior to award. FAR 52.212-2 is applicable, with the
evaluation factors being; ability to meet the delivery date, cost, and
compliance with the specifications. There is no relative order of
importance. FAR 52.212-4 is applicable, with the following addendum;
delivery shall be made to the Receiving Officer; Building 16W; Code
239; Goddard Space Flight Center; Greenbelt, MD 20771. The delivery
shall be marked for Dr. Tom McGee, Building 21, Room 265A, Code 916,
and must reflect the contract number. The Contracting Officer's
Technical Representative shall accomplish acceptance at Goddard Space
Flight Center. Acceptance shall be deemed to have occurred unless the
Government has provided written notice of rejection to the seller
within 30 days after delivery. Acceptance shall be deemed to have
occurred constructively, for the sole purpose of computing an interest
penalty that might be due the Contractor under the Prompt Payment Act,
on the 30th day after the Contractor has delivered the supplies or
services in accordance with the terms and conditions of the contract.
FAR 52.212-5 is applicable with the exception of 52.219-9, Small, Small
Disadvantaged and Women-Owned Small Business Subcontracting Plan;
52.219-14, Limitation on Subcontracting; 52.222-9 Buy American
Act—Trade Agreements Act -- Balance of Payments Program;
52.222-18, European Union Sanction for End Products; 52.222-19,
European Union Sanction for Services; 52.225-21, Buy American Act --

Preference for Privately Owned U.S. Flag; 52.212-5(c). Offers are due
by 2:00 p.m. on August 8, 1997. An Ombudsman has been appointed -- see
