Industrial Supply Center Norfolk, Detachment Washington intends to
establish a contract, in support of the National Archives and Records
Administration (NARA), for the preservation duplication of push-pull
soundtrack recordings from the reels of acetate based, master positive,
composite motion pictures. There is a total of 1,100 reels of 35 mm
motion picture film with obsolete push-pull format optical soundtracks.
The reels are approximately 1,000 feet long. NARA anticipates that
approximately 220 reels of film will be duplicated per year. NARA
requires the service of a contractor (s) to produce new track
negatives, as variable-area, analog, optical soundtracks, from the
composite positives. The overall objective of this contract is to
obtain quality soundtracks on a format, retaining complete aural
content and character of the original soundtracks. The soundtracks to
be duplicated under this contract were produced by or acquired from two
sources, one source was the U.S. Army Signal Corpsand the other from
Time Inc., as part of a donation included with the March of Time Stock
Film Library. Documentary in character, the recordings relate to
contemporary American history, in particular World War II and other
subjects. All work shall be performed at the contractor(s) work cite.
The contractor(s) shall be responsible for providing all supplies,
equipment, and labor to produce the new soundtracks. The contractor(s)
shall inspect reels of original film in preparation for duplication,
shall clean and repair the original film if needed, and shall produce
an intermediate magnetic recording (NARA has no desire to acquire such
intermediates) if needed. The overall objective is not to "restore"
the soundtracks, but to make clear, accurate copies of the originals.
Only in cases where obvious technical problems exist shall the
contractor(s) utilize selective filtering or noise suppression to
improve the quality or intelligibility of the recordings. Such
techniques shall be used in moderation. The contractor(s) shall ensure
that all sound transfers are accurate, complete, in sync, and
amplified to reflect a consistent and intelligible sound level. The
negative sound tracks shall be produced using 35 mm, polyester-based,
high-contrast, black-and-white, orthochromatic, silver gelatin film.
Sensitometric tests and sound quality evaluations shall be conducted by
the contractor(s) to determine optimal laboratory aim densities for the
recordings, including printing and evaluating positive copies of the
soundtracks for testing purposes when necessary. All film shall be
processed to meet the appropriate archival standards as specified in
ANSI IT9.2. The contractor(s) shall attach leaders, label leaders,
place reels in archival containers and label the containers. The
contractor(s) shall maintain a listing of information relating to the
soundtracks. The contractor(s) shall initiate, document, and maintain
a quality control program to ensure the quality of the soundtracks
produced. The government intends to award a Firm Fixed Price,
Indefinite Delivery Indefinite Quantity type contract. The government
reserves the right to award more than one contract for this
requirement. The government intends to have oral presentations and only
Contractor personnel shall participate in the presentation. This
requirement is for a base year and four one-year options. The
guaranteed minimum for the contract will be 20% of the base year. The
SIC code for this requirement is 7812. This requirement will not be
restricted, full and open competition is encouraged. Delivery of the
