Date set for 08 September 1997 at 2:00 P.M. Local Time -- This
procurement is open-market -- Section 7(b) of P.L. 93-638 (25 U.S.C.
450e) require that prime contractors give preference in employment and
training to Indian/Alaska Native individuals and that preference in
award of subcontracts be given to Indian/Alaska Native economic
enterprises. Failure by the prime contractor to submit a subcontracting
plan for doing so prior to award and implement same after award shall
be sufficient reason for non-award or termination of the contract for
