intent of this project is to restore the trail to its original
condition and to relocate several sections onto new ground.
Reconstruction includes, but not limited to: reconstructing the trail
to original grades and alignment, removing sloughs and berms, reshaping
backslopes, removing protruding rock and roots, filling ruts and
troughs, cutting back logs, stumps and brush, and refinishing the
entire tread surface for the entire length of the trail. Other work
includes construction or reconstruction of waterbars, ditch,
switchbacks and a footlog bridge. Much of the project is within
National Forest Wilderness therefor restricting motorized equipment.
The Government will award a contract from this solicitation to the
responsible quoter who's quote conforms to the solicitation that will
be most advantageous to the government, price and other factors
considered. The following factors shall be used to evaluate the quote:
1) past performance; a) quality of service, b) customer satisfaction,
c) cost control, d) business relations, and e) timeliness of
performance; and ii) price. Price is of lesser importance than past
performance; however, the importance of price may become greater as the
difference between the past performance evaluation decreases. Where
past performance is determined to be substantially equal, price may
