FISC San Diego is issuing a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00244-97-Q-A100. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a total small business set-aside, SIC code 3523 and business standard 500 employees applies. The item being requested is an in-vessel composting system meeting these specifications for the Whidbey Island Naval Air Station. A contractor is required to design a site, manufacture, install, and train the base staff in operating a containerized in-vessel composting system to process the base's organic waste materials into a "Grade AA Compost" product, as defined by the Washington State Department of Ecology's Interim Guidelines for Compost Quality, suitable for unrestricted use. The work also includes assisting the evaluation of the project. The materials to composted by the system include chipped woody materials such as pallets and crates, chipped tree trimmings, pre-consumer food scraps from the commissary, pre and post consumer food scraps from the base's mess halls, officer's clubs and cafeterias, yard debris, waxed cardboard boxes, and mixed waste paper. The composting system should be able to process waste water treatment plant biosolids should the project be expanded to test the feasibility of handling these materials. (The composting process should meet US EPA 503 standards for pathogen reduction.) The composting system shall be designed and installed to handle 6 net tons/day of materials (including bulking materials) with the potential of being expanded in the future to handle up to 12 net tons/day. The system should be capable of producing a stable and marketable product within three (3) months. I. DESIGN -- The contractor shall utilize a licensed engineer to prepare and submit to the Navy the following items required for site preparation/construction: a) A draft for the site plan specifying the site size, reinforced concrete areas and covered mixing area. b) Applicable specifications for site development. c) Construction drawings -- All drawings shall be in accordance with DOD-STD-100C. Site construction will be undertaken by the Navy under a separate contract. II. COMPOSTING EQUIPMENT- The contractor shall provide the following composting equipment: a) Auger mixer -- A heavy duty industrial quality diesel driven auger mixer, as opposed to an agricultural mixer used for blending feed or grain, shall be provided with a minimum capacity of 575 cubic feet. The auger mixer should be capable of achieving a thorough mix within five minutes and have a discharge system capable of unloading the blended feedstock at a rate of between 50 -- 100 cubic feet per minute. The unit should have a stainless steel trough and a electronic scale so feedstock quantities can be accurately measured. b) Stacking Conveyor -- A stacking conveyor is required to carry the mixed compost feedstock material from the auger mixer and load the composting containers. It should contain a hydraulic drive that is powered by the auger mixer and be mobile so it can be used in conjunction with compost screening equipment. c) In-Vessel Composting Containers -- The composting system shall consist of insulated and lined containers with a total capacity of 240 cubic yards and be capable of being moved and unloaded by a standard roll-off truck. The containers should have a lid for material loading and be air tight to facilitate positive air flow through the composting materials and negative air flow to capture the exhaust air. One end of the container should be a hinged door for unloading of the compost and have a water tight gasket so it does not leak. The containers should contain a drain plug to remove leachate. d) Aeration and Process Control System -- The aeration system should be capable of distributing air uniformly throughout the composting mass. The composting system should consist of a temperature feedback system to manage air flow to each container. The software and process controller combined should be configurable to adjust the oxygenation cycle/air flow. The system should be capable of monitoring and logging temperature and air flow information and place them into a data file so it can be converted into graphs or charts detailing the history of the composting process for each container. e) Biofilter -- The composting system should consist of a biofilter to scrub exhaust air of any odorous compounds generated by the composting process. f) Warranty -- The contractor shall describe the warranty provided with the equipment purchase and any other optional service contracts that maybe available and added to the equipment purchase price. Also describe services that are not considered a part of the warranty provided and list the cost and/or hourly rate that would be charged to cover them. III. INSTALLATION -- Once the site is constructed by the Navy, the contractor shall install the equipment within 45 days of notice by the Navy. The contractor shall provide all labor and resources for the start-up of the equipment and shall verify that the performance, controls, and instrumentation and gauges indicate that the equipment is operating properly and within design parameters. IV. TRAINING -- The contractor shall provide four sets of operation and maintenance manuals for the equipment in accordance with the General Publications Requirements. Information shall be in sufficient detail to clearly explain user requirements at the system, equipment, component and assembly level. The manual shall include mix ratios for feedstock materials, instructions for operating the containerized composting system and process controller, a troubleshooting guide, instructions for operating and maintaining the biofilter, and a guide for data management and process monitoring. After installation, the contractor shall be available to adequately train Navy personnel for at least 16 hours and be available on an on-call basis with assistance being provided within 24 hours of a call for help. V. EVALUATION -- The contractor shall be available on a paid hourly basis to assist the Navy with the evaluation of the project in accordance with the following parameters: compost quality, regulatory compliance, throughput, cost, odor and leachate control, and vector attraction. The contractor shall assist the Navy with developing application specification for use of the finished compost product around the base. VI. PROPOSAL SUBMISSION -- Potential contractors need to submit a proposal that summarizes their technical capability to perform the work requested. The contractor shall submit a price list for products and services required for this project. A formal quote for the site design, equipment delivery and installation, performance certification, training and warranty shall be developed as one inclusive price for a 6 ton per day system or 240 cubic yards of total capacity. The contractor shall also provide a quote for additional composting equipment which would double the capacity of the system to 12 tons per day or 480 cubic yards of total processing capability. An hourly rate should be submitted for 60 -- 80 hours of consulting services related to system evaluation and final reporting. FOB destination prices are required. The following provisions and clauses are hereby incorporated into this solicitation. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS clause 252.225-7001, Buy American Act and Balance of Payment Program; DFAR 252.225-7012, Preference for Certain Domestic Commodities. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and other factors considered. FAR 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitations minimum criteria.
