59 -- INTERIM GPS CAPABILITY SOL F04701-97-Q-0001 POC Technical Contact Point: Lt Sakura Moten-Dedrick, (310) 363-6529; Contracting Officer: Lisa Vanderpoorten (310) 363-6360 The NAVSTAR Global Positioning System (GPS) Joint Program Office (JPO) intends to enter into a sole source contract with AlliedSignal Inc., Aerospace Division, Olathe KS. The purpose of this acquisition is to purchase equipment and software necessary to support the KLX 100 handheld Global Positioning System receiver manufactured by AlliedSignal Inc.. The following items are required to support KLX 100 receivers already purchased by Air Mobility Command (AMC): 1) 2,175 ea KLX 100 Improved Antenna Adapter Cable -- part number (P/N) 071-00110-0001; 2) 440 ea KLX 100 Military Install Manual P/N 006-10551-0000; 3) 190 ea KLX 100 A/C Adapter Cable P/N 015-00261-0000; 4) 440 ea Atlantic International Database Disks P/N 223-09600-0000; 5) 440 ea Pacific International Database Disks P/N 223-09700-0000; and 6) 440 ea KLX 100 Atlantic, Pacific, and America's Database 1998 Updates. The contract will be negotiated under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract type is Firm-Fixed Price. The procedures at FAR 13.6 will be used for this acquisition. See numbered Note 26. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
