synopsis/solicitation for commercial items prepared in accordance with
the fomat in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only quotation; quotes are being requested and a written quote will
not be issued. The Quotation incorporates provisions and clauses in
effect through Federal Acquisition Circular 90-45. Request for quotes
are being solicitated on a full and open competition basis using Brand
Name or Equal, in accordance with the following Statement of
Work/Salient Characteristics in order to award a firm-fixed price
contract. If proposing on other than Brand Name provide manufacturer
and P/N. CLIN 0001: Automated High Resistance Bridge System, Qty 1,
consisting of the following: Measurement International Inc P/N's:
6000A, Automated High Resistance Bridge; 4220A, matrix scanner; 1000,
10 volt power source; and operator/technical manual. Specification for
an Automated High Resistance Bridge System 1. SCOPE. This
specification describes the requirements and testing provisions for an
Automated High Resistance Bridge System to be used by a shore based
calibration laboratory and referred to as Test and Measurement
Equipment (T&ME) throughout this specification. The T&ME shall be used
to provide automated high resistance calibration and to extend the
current range of standard resistor calibrations. 2. REQUIREMENTS. 2.1
Class. The T&ME shall be classified as test equipment for use in a
calibration laboratory which must meet the environmental requirements
listed in this specification. 2.2 Color. The T&ME finish shall utilize
the color normally provided by the manufacturer. 2.3 Safety. The T&ME
shall meet the following safety requirements. 2.3.1 Protection. All
power cables shall be properly rated for maximum power and voltage
used. Interlocks of permanent covers shall be supplied on power
connectors rated above 110 V AC. 2.3.2 Gases. The T&ME shall not emit
vapors or any harmful gases. 2.3.3 Restricted Materials. The materials
and parts identified in (a) through (d) shall not be used unless
specifically approved by NAVSURFWARCENDIV Crane. a. Mercury, including
mercury batteries. b. Radioactive material. c. Lithium electrochemical
cells. d. Asbestos. 2.4 Environmental Requirements. The T&ME shall meet
the specified performance and other requirements when subjected to the
following environments. 2.4.1 Temperature (Operating). The T&ME shall
meet the specified requirements over the ambient temperature of +18 to
+25 degrees C (minimum). 2.4.2 Humidity. The T&ME shall meet the
specified requirements over the humidity range of 20% to 60% relative
humidity (minimum). 2.5 Performance Requirements. The T&ME shall meet
the following performance requirements. 2.5.1 General. The T&ME shall
meet all performance requirements after a 1 hour warm-up period
(maximum) by utilizing a 25-bit Binary Voltage Divider (BVD) principle
of operation. [P/N:6000A] 2.5.2 Range. The T&ME shall have a
measurement range of 100 ohms to 1 gigaohm, minimum. 2.5.3 Capability.
The T&ME shall be capable of measuring up to 40, four-terminal
resistors on a single run. [P/N:4220A] 2.5.4 Test Voltage. To eliminate
self heating of the resistors being tested, the T&ME shall utilize a
low test voltage (10 Volts maximum) when making measurements. 2.5.5
Linearity. The T&ME shall have a measurement linearity of 0.01 ppm or
better. 2.5.6 Resolution. The T&ME shall have a measurement resolution
of at least 0.001 ppm. 2.5.7 Resistance Ratio. The T&ME shall, as a
minimum, perform the following resistance ratios: 1:1, 10:1, 100:1,
1000:1. 2.5.8 Accuracy. The T&ME shall have the following minimum
accuracy utilizing the test voltage listed in paragraph 2.5.4: 100 ohm
to 10 megaohm (1:1 through 10:1) 0.1 ppm; 10 megohm to 100 megaohm
(1:1 through 10:1) 0.5 ppm; 100 megohm to 1 gigaohm (1:1 through 10:1)
5.0 ppm; 100 ohm to 1 gigaohm (100:1) 2.0 ppm; 100 ohm to 1 gigaohm
(1000:1) 20.0 ppm; 2.5.9 Communication. The T&ME shall be connected to
an already in place instrument controller, with printer, via IEEE-488
interface. 2.5.10 Software. The T&ME shall be supplied with
measurement and calibration WINDOWS based software, which shall supply
as a minimum automated measurements, uncertainty analysis, and
resistor identification logging. 2.5.11 Voltage Source. The T&ME shall
have an applied voltage source that shall supply the test voltage
required in paragraph 2.5.4.[P/N:1000] 2.5.12 Other Peripherals. The
T&ME shall include other peripherals which will allow the equipment to
meet the requirements of this specification to include a mounting rack
with cables and bus plates. 2.5.13 Input Power. The T&ME shall operate
on 120 VAC, 60 Hz power. 2.5.14 Manuals. The T&ME shall include an
Operators and Technical Manual. Delivery is 90 days after award.
Delivery shall be FOB Destination to Naval Surface Warfare Center,
Crane Div. 300 Hwy 361, Crane, IN 47522-5001. The folllowing provisions
apply to the solicitation: FAR 52.212-1, Instructions to
Offerors-Commercial Items applies. Addenda to FAR 52-212-1. Paragraph
(h): Delete. Replace with: Single Award. The Government intends to
award a single contract resulting from this solicitiation. Add
paragraph (j) offers may be faxed to 812-854-3465 or 812-854-5666. FAR
52.212-3, Offerors Representations and Certifications-Commercial Items
-- Quoters MUST include a completed copy of the provision at 52.212-3
and return with offer. FAR 52.212-4, Contract Terms and
