Environmental Protection Agency (EPA) has a requirement for a series of
National Contracts for PM2.5 Monitors. Under these contracts, four
different ambient air particulate pollution monitors would be procured:
single channel, sequential, portable audit samplers, and speciation
monitors, along with operating manuals for the monitors. The EPA
intends to issue a draft solicitation on or around July 31, 1997. NO
PROPOSALS ARE DESIRED AS A RESULT OF THIS DRAFT SOLICITATION. The draft
will be issued for the purpose of obtaining comments from potential
offerors, and will be available for comment until approximately August
15, 1997. The draft solicitation will be available via the Internet
World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged
to access the draft solicitation via Internet. Firms who do not have
the capability to obtain the draft solicitation from Internet, may
submit a written request for a diskette with the draft solicitation in
WordPerfect 6.1 format from the contact point at the address above --
however only those firms who do not have the capability to obtain the
draft solicitation from the Internet should request diskettes. EPA
anticipates the award of multiple indefinite delivery/indefinite
quantity with fixed prices contracts as a result of the solicitation.
It is currently anticipated that the final solicitation will be issued
on or around October 30, 1997, with proposals due thirty days later.
Contract award is planned for March 31, 1998. It is currently planned
that the contracts will have a five year ordering period. The maximum
number of monitors to be procured across all awarded contracts during
the five year period is as follows: single channel (807), sequential
(1641), portable audit sampler (381) and speciation (782). Multiple
contracts will be awarded for each of the monitor types. It is
currently anticipated that approximately five single channel, four
sequential, five portable audit sampler and three speciation monitor
contracts will be awarded. SIC No. 3829 applies; size standard of 500
employees. This requirement represents a continued requirement of the
following purchase orders (which were awarded June 23, 1997) for First
Article Units and designation packages of two of the four types of
monitors required under this procurement: 1) 7D-0594-NTLX and
7D-0598-NTLX with Thermo Environmental Instruments, Inc., 2)
7D-0595-NTSA and 7D-0600-NTSA with Graseby, 3) 7D-0595-TTSA with BGI
Incorporated, 4) 7D-0597-NTSA and 7D-0593-NTSA with Rupprecht and
Patashnik Co., Inc. and 5) 7D-0599-NTSA with URG Corporation. All
