Agent, 202/307-0077 The INS requires production of law enforcement
officer badges in three diffrent titles. The dies and tooling will be
supplied by INS. All dies, tooling and samples remain the property of
the government and must be returned to INS. This will be a best value
award based on past performance, delivery, quality of the product and
price. At least three law enforcement references, preferably
government, will be required from qualified offerors. Initial delivery
of 7,000 badges is required by October 30, 1997. The contractor shall
provide a sample which is of production quality and indicates the
highest quality work the contractor is capable of providing. Gilding
metal, 425 olin brass or equivalent, .80 gauge. "Midnight Navy" blue
Polymel (Polychem corp. color P-08 or equivalent) or "Midnight Navy"
blue stoned epoxy in the letters "U" and "S", and in the lettered top
and botton ribbons. The Polymel or stoned epoxy must be free of
porosity, show no grinding or polishing marks, and be finished at the
same level as the lettering and the walls of the ribbon panels. Heavy
gold electroplate finish of 24K fineness, with a minimum thickness of
50 mils throughout (front, back, and edges) to match finish of sample
badge provided. All raised highlights on the obverse are to be brightly
polished and glossed. The edges are to be polished to remove and tool
marks made when the selvage is trimmed from the device. The reverse
shall have a satin finish. The device is to be coated with a clear
baked-on lacquer on all sides. 3-piece pin and safety catch as follows:
Catch: B.A. Ballou #046882 or equivilent. Joint: B.A. Ballou #0161051
or equivalent. 2" Pin: B.A. Ballou #810533 or equivalent. The catch and
joint are to be hard soldered to the reverse of the device. The point
of the pin should not protrude beyond the catch or the bottom of the
device. The findings are to be electroplated to match the finish of the
device. Slight oval dap, curvature from left to right as worn,
approximately 1/16" on the vertical axis. The reverse of thedevice is
to be hallmarked with the manufacturer's name or logogram. The mouth
and year of manufacturer are to be stamped on the reverse of the device
as well. All badges of like position title are to be consecutively
numbered on the reverse with a stamped alphanumeric serial number. The
size of the stamped numbers must be the equivalent of Arial 16 point
type. Arial 16 point type: ABCDEFGHIJILMNOPQRSTUVWXYZ, 1234567890. The
range of serial numbers to be used will be provided. Disclaimer: The
reverse is to be stamped or embossed with the following disclaimer:
"This badge conveys no authority unless accompanied by proper
credentials". A die for the embossing will be furnished for this
purpose. Each badge is to be individually packaged in a transparent
plastic packet approximately 3 inches wide and 4 inches deep, not less
than 5 mils thick, with a "zip lock" type closing. A label is to be
affixed to one side of the packet with the badge title and serial
number clearly and conspicuously imprinted theron. The "zip lock" type
closing is to be closed. Qualified offerors shall fax requests for the
