Officer, jmoore@ipo.noaa.gov. The NOAA, Integrated Program Office
(IPO), requires the University of Massachusetts Remote Sensing
Laboratory (MIRSL) in Amherst, MA to conduct passive and active
measurements of the ocean surface to compare high and low wind
conditions. During late 1997 the MIRSL will fly a conically scanning
Ka-band polarimetric radiometer and C/Ku band scatterometer on the NOAA
P3, and NASA P3, to provide the comparison of active/passive remote
sensing of ocean surface wind vectors. These studies, expected to
comprise 6 months to one year, will add understanding to the studies of
using these applications for potential power/weight savings in
satellite applications. The MIRSL is the one responsible source which
is capable of building the test units, conducting and monitoring the
simultaneous tests using the Stokes parameters, and measuring and
validating the results to produce the required radiometric measurement
of the wind vector. Based on MIRSL's unique capability, the depth of
its experience and laboratory facilities, its unique staff capability,
and the refined instruments it has developed for this test, it is the
single source which is capable of supporting this requirement for the
IPO, IAW 41 U.S.C 253(c)(1). Any party desiring consideration must
