EFFECTS CORRUPTOR AND SIMULATOR (RNECS) POC David Staudt, Negotiator,

This effort is part of contract DSWA001-94-C-0186 with Mission
Research Corporation (MRC). DSWA intends to modify the existing
contract to add two (2) tasks. This modification will add jamming
simulation and radar return injection from multiple targets. Under new
task nine (9), MRC will be tasked to augment the simulated nuclear
environment of the RNECS instrumentation with generic Electromagnetic
Counter Measure (ECM) signal synthesis and injection capabilities. ECM
signal synthesis and injection functions shall be capable of emulating
a wide range of threat jamming, including: 1) broadband noise jamming,
2) narrowband noise jamming, and 3) deception jamming. These
capabilities shall be fielded with the RF interfaces necessary for the
Ballistic Missile Early Warning System (BMEWS) radar's. Capability to
test the NMD Ground Based Radar and the Theater High Altitude Area
Defense (THAAD) Radar shall be considered in the design of the software
and signal processor, but RF components need not be included. Under
task ten (10), MRC shall allow RNECS to have the capability to simulate
many simultaneous targets flying through the radar's field of view.
This shall include the capability to simulate the following three types
of multiple targets: 1) targets never illuminated by the same radar
beam; 2) closely spaced targets illuminated by the same radar beam; and
3) widely spaced targets illuminated by the same radar beam. DSWA
believes that MRC is the only source that posses the existing expertise
to adapt this specific requirement to meet this program requirement
within the time required by DSWA and available funding. Any other firm
desiring consideration must fully identify its capability to perform
