Systems Command intends to issue a delivery order under a Basic
Ordering Agreement N00019-95-G-0242 to conduct engineering to access
the feasibility of replacing chemical paint strippers with one or more
paint stripping media and/or techniques that meet environmental
regulations for the V-22 aircraft. This must be accomplished without
compromising the as-manufactured system configuration, without
impacting rework and repair effectiveness and not significantly
degrading the lightning strike protection of the V-22 aircraft. The
V-22 aircraft is currently under engineering and manufacturing
development and low-rate initial production with Bell-Boeing. Only
Bell-Boeing has data and expertise to perform this trade study. See
