Management Service intends to co-fund a joint industry project with
Aker Engineering, Inc., of Houston, Texas, and other participants. This
procurement will be conducted on the basis of other than full and open
competition. The project is part of a study previously conducted and
will develop and demonstrate a structured probabilistic procedure for
assessing the lifetime risk-adjusted costs with respect to safety,
environmental, and optional parameteres for dry tree tieback
alternatives. The objectives are to: 1. Further develop a flexible,
generic, and repeatable risk assessment methodology and demonstrate
that methodology by evaluating the probabilities of loss of well
control for the 1-pipe, 2-pipe, and 3-pipe riser systems and associated
matrix of parameters. 2. Develop well systems component reliabilities.
3. Determine the total lifetime risk-adjusted costs for selected cases
from the previous study. 4. Identify risk drivers and assess the
influence of cost effective risk mitigation practices. 5. Effectively
transfer technology developed in this study by reports, high-level
presentations, and participants. The effort will be funded by the
federal government and industry. There is no formal solicitation;
therefore, we cannot provide such a document. Any organization wanting
to be considered must submit a written statement of its specific
capability in meeting this requirement and the amount of funding it is
willing to cost-share in this endeavor. Phone calls will not be
