Freeman, Contracting Officer, (216) 838-6091 The VA Medical Center, 10701 East Blvd., Cleveland, Ohio, is seeking Architect Engineer services to provide a complete facility development plan for the above mentioned project. A/E shall have principle qualifications in design and facility development planning, general building remodeling to include hospital facilities, design for energy conservation, building systems, including electrical, plumbing, HVAC, mechanical and structural, JCAHO requirements and life safety code. A/E's plan shall provide a means by which the Cleveland VAMC may more efficiently utilize its space at the Wade Park Facility. Responses must be received no later than August 22, 1997. A/E firms must have physical location within a 100 mile radius of the VA Medical Center, Cleveland, Ohio. A/E firms which meet the requirement in the announcement are invited to submit a completed SF-254 and SF-255 (Total of two (2) each) to the person/address identified above. This is not a request for a proposal. Selection will be made utilizing thefollowing factors, respective of the scope identified above, (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency.
