jyoung/ins@erols.com. The Immigration and Naturalization Service (INS)
intends to solicit proposals from contractors with strong demonstrated
methodological and statistical expertise capable of conducting an
evaluation of INS' past, present and future employment verification
pilot (EVP) programs. The purpose is to determine the relative
effectiveness of alternative approaches to verification at deterring
employment of unauthorized workers, as well as the degree to which they
affect levels of discrimination in the workplace, privacy and security
of information on employees and employers, and employer and employee
behavior. -- INS anticipates awarding a one year, indefinite delivery,
indefinite quantity, time and materials type contract (possibly
multiple-award), with four 1-year option periods. It will allow for the
award of either time and materials or firm fixed price task/delivery
orders based on future considerations. Anticipated primary labor
categories and estimated hours are as follows: (1) Project Director,
2000 hours; (2) Senior Research Associate, 2000 hours; (3) Survey
Director, 5000 hours; (4) Senior Economist, 5000 hours; (5) Research
Associate, 8000 hours; (6) Survey Program Analyst, 4000 hours; (7)
Bilingual Specialist, 10000 hours; (8) Systems Security Expert, 5000
hours; (9) Privacy Expert, 5000 hours, (10) Senior Programmer, 3000
hours. Funding is currently available, but if award occurs in FY98,
fiscal year 1998 funds will have to be identified. All interested
