R -- DEVELOP A HOW TO GUIDE TO ASSIST HEALTHY START PROJECTS SOL HRSA-97-MCHB-H0824A DUE 081497 POC Aileen Broider-301-443-5231 The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the Law Offices of Mark S. Joffe, 1800 K Street, N.W., Washington, DC 20006. This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to test a model template, revise as necessary and develop a "How To" guide for utilization in application of the model by Healthy Start Projects. The contractor shall: work with two Healthy Start Projects as "Pilots" in understanding and applying the model, assist the Pilots in contacting managed care organizations to request data and discuss findings, refine and/or expand the instructional information about the model to assist other Healthy Start Projects, develop a "How To" guide to assist Healthy Start Projects in application of the model, and submit a final report. The Law Offices of Mark S. Joffe is deemed the only responsible source capable of providing the required work and services. The period of performance is sixteen weeks.
