339-4248 (i) This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format of Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) The Solicitation Number is
N62766-97-P-9046. This solicitation is issued as request for proposal
(RFP). (iii) This solicitation document and incorporated provisions and
clauses are those effect through Federal Acquisition Circular 90-46.
(iv) This solicitation is not restricted. The Standard Industrial
Classification (SIC) Code is 5713. The Small Business Size Standard is
$5.0 mil. (v) Contract Line Item Number 0001: Furnish and install
approximately 5153 square yards of carpeting (in place quantity), in 88
Elementary School Classrooms, Building 4175, Apra Heights, Guam. $__ __

approximately 1612 square yards of carpeting (in place quantity) in the
school administrative offices and adjacent hallways in Building 4175,

0003: Furnish and install approximately 1700 square yards of carpeting
(in place quantity) in 29 Classrooms of various sizes in Bldg. 200,
Nimitz Hill, Guam. $__ __ __ __ __ __ __. (vi) REQUIREMENTS: The
contractor shall furnish and install the carpeting, in the areas
indicated, complete and ready to use. Carpet colors shall match Salem
Commercial Carpets by Shaw Industries, Inc., Dalton, GA
(1-800-241-2073). Colors listed by manufacturer are for identification
purposes only andare not intended to limit selections to products by
manufacturer indicated. An exact match is not required. Line Item 0001
-- Building 4175: 88 Elementary school classrooms; each classroom is
approximately 17' x 31'; 20 first floor classrooms shall match color
22722 Windflower; 34 second floor classrooms shall match color 22323
Thistle. 34 third floor classrooms shall match color 22427 Silver Lake.
Line Item 0002 -- Bldg. 4175: School administrative offices and
adjacent hallways; entire area shall match color 22821 Beach Plumb.
Line Item 0003 -- Bldg. 200: 29 Secondary classrooms of various sizes,
on three levels; carpet color in all rooms shall match 22822 Orchid
Shadow. TECHNICAL REQUIREMENTS: Carpeting shall be suitable for
installation in schools, meeting all related manufacturing and
installation standards. (a) Submit: Carpet and Molding samples; the
carpet manufacturer's printed technical features and installation
instructions, including procedures for installation, preparation of the
substrate, seaming techniques, and recommended adhesives and tapes
where applicable; (b) Carpeting will be installed primarily over
existing vinyl composite tile (VCT) and in some areas over concrete
having a 30-day old leveling compound. (c) Carpet shall meet or exceed
the following physical requirements: Type: looped pile; style: hard
rock 26 with unitary backing; tufted yarn weight: 26 ounces; dye
method: solution dyed; construction: tufted level loop pile; fiber:
100% polypropylene; density: 5742 oz./cubic yard; tufted pile height:
.219 inch; stitches per inch: 12.8; gauge: 1/10; secondary backing:
polypropylene; width: 12'; Key features: unitary backing that locks the
tufts in for prevention of pulls and edge ravel; FHA Classification:
Type I & II; Class I & II; Ten year limited commercial wear warranty.
(d) Deliver carpet to the site in manufacturer's original wrappings and
packages clearly labeled with the manufacturer's name, brand name, and
related information; attach register number to each roll or stencil on
the bale; store in a safe, dry, clean, and well ventilated area; store
rolls flat, not standing on end and do not stach anything on top of
carpet rolls; do not open containers until needed for installation
unless verifying inspection is required; if carpet is to be
prefabricated at a carpet workroom, keep receiving records. (e) Work
shall comply with Corps of Engineers safety manual EM-385-1-1; carpet
adhesives may contain toxic volatile components; follow ventilation,
personal protection, and other safety precautions as recommended by the
manufacturer of the adhesive. (f) Carpet shall bear the Carpet and Rug
Institute (CRI) Indoor Air Quality (IAQ) Label; carpet type bearing
the label will indicate that carpet has been tested and meets the
criteria of the CRI Green Label Requirements for the Indoor Air Quality
Test Criteria. (g) Carpet shall meet American Disabilities Act (ADA)
requirements; carpet shall have a firm backing and be securely attached
to floor surfaces; (h) Exposed edges of carpet shall be neatly cut and
fastened to floor surfaces. Exposed edges at doorways shall receive
standard trim/molding piece. (i) Provide carpet of tufted, woven,
fusion-bonded or knitted construction; first quality/ and free fo
visual blemishes, streaks, poorly dyed areas, and other physical and
manufacturing defects; use nontoxic carpet materials and treatments
reasonable nonallergenic, and free of other recognized health hazards.
(j) Do not use reclaimed yarn fibers from any woven, tufted, knitted,
or felted products; do not use undrawn fiber in spun yarn; provide
yarn with sufficient twist to develop adequate yarn characteristics to
ensure high wearability and to minimize pillin and fuzzing of the
finished carpet; provide plied yarns with a twist in the opposite
direction to the singles; use yarn setting method sufficient to assure
a permanent texture retention under normal use conditions, cleaning,
and shampooing. (k) All adhesive shall be waterproof, non-flammable,
solvent free and contain no alcohol, asbestosor other hazardous
materials; low emitting volatile organic compound (VOC) adhesives
should be used to provide for improved indoor air quality. (l) Inspect
all rooms and areas to receive carpeting prior to installation to
determine condition of substrate. Before installation, verify that
concrete floors comply with requirements on moisture content as
recommended by adhesive or carpet manufacturer's instructions. Prepare
floor as required to ensure smooth carpet surface subsequent to
installation. Provide floor free of any foreign materials and swept
broom clean, assuring complete adhesion. (m) Installed carpet must be
smooth, uniform and secure with a minumum of seams; install breadths
paralleled with carpet pile in the same direction; match patterned
goods according to manufacturer's recommendations; fit cutouts such as
door jambs, columns, and ducts; do not seam carpet perpendicular to
door or at pivot points; provide all materials necessary for a
completely finished installation. (n) Normal working hours are 7:30
a.m. to 4:30 p.m., Monday through Friday. However, Contractor may work
outside the normal hours. This shall be coordinated with the
Contracting Officer. Meet with the Contracting Officer prior to
starting work to gain access to the site, review the work schedule, and
determine work hours. (o) Furnish the Contracting Officer a daily
report indicating work progress and abnormal conditions or events. (p)
Pick up solid waste and debris, and dispose in the PWC landfill at the
rate of $0.90 per cubic yard. Metals, rubber products, chemicals and
hazardous waste shall not be disposed in the PWC landfill, but shall be
disposed offsite. Upon completion of work, jobsite shall be left in a
clean and acceptable condition. Carpets shall be vacuumed. (vii) Carpet
shall be delivered and installed at Building 4175 Apra Heights, Guam,
and Building 200 Nimitz Hill, Guam, with installation commencing on 8
September 1997 and final inspection and acceptance by 19 September
1997. (viii) Provision 52.212-1, entitled "INSTRUCTIONS TO OFFERORS --
COMMERCIAL (JUNE 1997)" applies to this acquisition. (ix) Provision
52.212-2 entitled "EVALUATION -- COMMERCIAL ITEMS (OCT 1995)" applies
to this solicitation. The factors as stated in Paragraph (a) of the
provision are (i) past performance and (ii) price. Award will be made
to the offeror having the most acceptable past performance and low cost
offer. (x) Provide a completed copy of the provision FAR 52.212-3
entitled "OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEM
(JAN 1997)", with the proposal. (xi) FAR Clause 52.212-4, "CONTRACT
TERMS AND CONDITIONS -- COMMERCIAL ITEMS (MAY 1997)" applies to this
acquisition. (xii) FAR Clause 52.212-5, "CONTRACT TERMS AND CONDITIONS
REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL
ITEMS" (AUG 1996)" applies to this acquisition. The additional
following FAR clauses cited in the clause are also applicable to the
acquisition: (1), (2), (3), (6), (7), (8), (9), (10), (17). (xiii) (a)
The Contractor shall maintain all insurance required by Guam Law such
as workmen's compensation, auto insurance, and standard business
liability insurance. (b) Liquidated damages in the amount of $5,000.00
per building per day shall be in effect as prescribed in FAR
52.211-11. (c) As stipulated in FAC 5252.211-9300 "Commercial
Warranty", the Contractor agrees that the supplies or services
furnished under the contract shall be covered by the most favorable
commercial warranties the Contractor gives to any customer for such
supplies or services and that the rights and remedies provided herein
are in addition to and do not limit any rights afforded to the
Government by any other clause of this contract. (End of clause). (xiv)
The Defense Priorities and Allocations System (DPAS) and assigned
rating assigned to this acquisition is DO-C2 Certified under DPS
Regulation No. 1. (xv) Proposals in response to this solicitation are
to be received no later than 8 August 1997, 2:00 PM (Guam Time). Award
(if made) will be no later than 13 August 1997. It is recommended that
proposals be sent via Express Mail, Federal Express, or DHL Express
