advertisement is a resolicitation of a procurement previously
advertised as F40650-97-B-0028. Potential offerors who responded to the
previous announcement will be placed on the source list and need not
respond to this re-advertisement. This procurement is for the
refurbishment of the Atmospheric Dryer Bldg (Bldg 784) at the
Propulsion Wind Tunnel (PWT), Arnold Engineering Development Center,
Arnold AFB, Tennessee. The work includes providing all labor,
materials, equipment, and services necessary to remove lead and
asbestos contaminates, structurally correct desiccant bed frame
supports, and insulate the roof and wall areas of the desiccant bids.
Specifically, the contractor will remove about 4,200 square feet of
asbestos insulation from the ceiling; remove 476 process air filters
contaminated with lead and asbestos; remove about 22,000 cubic feet of
desiccant material; dispose of about 11,500 cubic feet of asbestos and
lead-contaminated desiccant material; HEPA-vacuum and remove lead paint
fromthe exposed surfaces of desiccant bed areas; install new saddle
clips and reload about 24,000 cubic feet of salvaged and
Government-furnished desiccant; re-insulate the ceiling and walls of
the desiccant bed areas, and paint all non-insulated metal surfaces
with high-temperature enamel paint. The on-site work shall be performed
during a 56-day period currently scheduled to begin on or about 25 May
1998. Estimated order of magnitude is cetween $500K and $1M. Any
sesponsible firm may submit a proposal which shaml be considered.
Foreign partibipation is authnrized. Any firl responding to this
announcment should do so in writing and should indicate whether or not
it is a small business and whether or not it is a small disadvantaged
business. An Ombudsman has been appointed to hear concerns from
offerors and potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source slection process. Interested
