Common Avionics Directorate of the Subsystem Program Office is
interested in finding source(s) to determine the performance
enhancement potential of the nondevelopmental item (NDI), known as the
"Embedded Global Positioning System/Inertial Navigation System
(GPS/INS) or (EGI)." The Government is contemplating an EGI capable of
achieving a free inertial positional performance accuracy of 0.3
nautical miles per hour (CEP) after a four minute alignment, while
still meeting all other requirements that are set forth in the EGI's
design specifications. All sources must have a DOD SECRET facility
clearance. All interested sources must submit a brief Statement of
Capability (SOC) which describes your particular expertise with respect
to EGIs. Your statement must consider the degree to which your
capability will provide credibility to your findings and determination.
An Ombudsman has been appointed to address concerns from potential
sources during the information gathering phase of this search for
sources. The Ombudsman does not diminish the authority of the Program
Director or of the Contracting Officer, but communicates the concerns,
issues, disagreements, and recommendations of their sources to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the identity of his/her source of
the concern. The Ombudsman does not participate in the evaluation of
the source's capability nor in the source selection process. Potential
sources should use established channels to request information, pose
questions and voice concerns before resorting to the use of the
Ombudsman. Potential sources with serious concerns only, are invited to
