The National Institute of Standards and Technology (NIST) intends to negotiate with Bruker-Franzen Analytik GmbH, Fahenheitsrasse 4, D-28359 Bremen, Germany on a sole source basis for a Model EM 640S Mobile Mass Spectrometer with associated electronics, computer, operating system, GC standard module, gas supply unit, and split/splitless injector module. NIST has been authorized by the Defense Special Weapons Agency to purchase this instrument which has been selected by the Organization for Prohibition of Chemical Weapons as the only GC/MS instrument authorized for on-site inspections. Required delivery is FOB Destination, Gaithersburg, MD within 150 days of contract award. The Government intends to solicit one source under the authority of 41 U.S.C. 253 (c)(1), "Only One Responsible Source." This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. (0210)
