collect calls will be accepted. The 11th Contracting Squadron intends
to negotiate a sole source, firm-fixed price contract with Human
Resources Development Inc., 5416 Grovedale Drive, Suite 302B,
Alexandria VA 22310 to provide on-line subscription for Worldwide
FAMNET Telecommunications Network, data management and training
services for HQ USAF/DPCH user and OPR. This service allows the Air
Force Family Support Centers, Equal Opportunity (EO) program offices,
Major Commands (MAJCOMS), Headquarters United States Air Force (HQ
USAF) staff and reserve units to support all current programs. This
requirement allows the Air Force Family Support Centers (FSCs) to
support all current programs, including Air Force Aid Society,
Relocation Assistance, Transition Assistance, Career Focus, Volunteer
Management, Information and Referral, Personal Financial Management,
and Family Life Education initiatives worldwide. The service must also
support Equal Opportunity (EO) programs such as military equal
opportunity and treatment programs, EO complaint processing, "out and
abouts," wing climate assessments, informal assistance, mediation, EO
Incidents, human relation education courses, semi-annual EO and Human
Relations Education (HRE) summary reports, processing Freedom of
Information Act and privacy act requests, education updating
requirements, monitoring of ethnic observances, and positive media
information. The contractor shall provide subscription service and
training for Air Force FSCs, EO Programs, MAJCOMS, HQ USAF staff and
reserve units to access the FAMNET on-line telecommunications network.
Services include electronic mail, access to specialized proprietary
databases and software, conference boards, and on-line teleconferencing
sessions. The service provides both unlimited direct-dial and limited
800# (domestic and international) access to its network. FAMNET
specialized databases and conference boards provide needed information
on Air Force Aid Society initiatives, Spouse Employment, Transition
Assistance, and Relocation Assistance programs. All FSC programs,
MAJCOMs, and special working groups have conference boards on the
system. All information technology items must be year 2000 compliant,
or non-compliant items must be upgraded at no additional cost to be
year 2000 compliant by no later than December 1, 1999. Year 2000
compliant means information technology that accurately processes
date/time data (including, but not limited to, calculating, comparing,
and sequencing) from, into, and between the twentieth and twenty-first
centuries, and the years 1999 and 2000 and leap year calculations.
Furthermore, year 2000 compliant information technology, when used in
combination with other information technology, shall accurately process
date/time data if the other information technology properly exchanges
date/time data with it. The performance period will be from date of
award through September 30, 1998 with two (2) 12-month options. In
accordance with FAR 6.302-1(b) this procurement is excluded from full
and open competition under the authority of 10U.S.C. 2304(c)(1). The
