The information provided shall be updated on a monthly basis (via ASCII format on 8mm DAT media) and contain the full text of state laws and regulations for all fifty (50) states. The scope of coverage shall include, but may not be limited to, air, water, waste, storage tanks, pollution prevention, noise emissions, administration, environmental impact statements, hazardous chemicals/materials handling, oil and gas, environmental taxes, environmental labs, occupational health and safety, transportation, and pesticides. The period of service for this electronic subscription shall be from 01 September 1997 through 31 May 1998. Rights shall be granted to the secure customer base of U.S. Department of Defense (DoD) users from the Defense Environmental Network and Information Exchange (DENIX) system for the information to be searched and viewed on-line from the DENIX bulletin board and World Wide Web site, and downloaded to a user's remote workstation or personal computer. This proposed procurement will be on a sole-source basis in accordance with (IAW) Federal Acquisition Regulation (FAR) part 6.302-1. The USACERL Contracts Office intends to negotiate a firm fixed-price purchase order with IHS Environmental Information, Inc. based on an independent survey which determined that only this company can successfully meet all of the above requirements. Request for Quotation (RFQ) number DACA88-97-Q-0263 will be issued on or about 11 August 1997 with a required closing date on or about 25 August 1997.
