It is the Government's intent to procure database design services for construction of a Pathogen Identification and Characterization Database (PICD). General design engineering expertise relating to optimization of assembly/disassembly instructions for complex assemblies is required. The database will permit the analysis of relationships between the genetic instructions specifying how certain proteins are built and the actual 3-dimensional structural features of these proteins. Offerors must have prior experience in "smart" CAD/CAM database design (database capable of bi-directional queries that link structured with non-structured data) and in the construction of algorithms to predict structural characteristics of proteins. Period of Performance is three-years -- base year plus two option years. All responsible sources may submit a quote which, if timely received, shall be considered by the agency.
