Technology Applications, Inc. is developing a Plasma Ordnance
Demilitarization System (PODS) capable of processing selected ordnance
devices and specific miscellaneous wastes into acceptable gaseous
exhaust and inert vitrified slag. Operation of the PODS will be
facilitated through the plasma arc process. The plasma arc process will
provide the energy required to oxidize the organic compounds. It will
also bind the metals in the waste stream in a nonleachable slag. A
free-jet scrubber is utilized in cleaning of the off-gas from the PODS.
Gases are drawn into the scrubber by an ejector nozzle that is fitted
with a solution injector nozzle. The expanding jet causes violent
shattering of scrubber solution drops and turbulent mixing of the
off-gas and scrubber solution. The resulting small droplets of scrubber
solution are effective in intercepting and capturing particles
entrained in the gas. The scrubber should be able to handle an inlet
gas flowrate of 210 scfm and should be able to reduce the particulate
concentraction from 5.0 grains/dscf to 0.01 grains/dscf. This is a
presolicitation notice for parties capable of providing a complete
free-jet scrubber to be utilized with this plasma arc system.
Prospective vendors should respond within 15 days of publication of
this announcement. Response to this announcement should include company
experience in providing free-jet scrubbers or other emission control
