annoucement PSA#1751 dated December 30, 1996, and re-submit as a
synopsis/solicitation. The U.S. Army Medical Research Acquisition
Activity intends to acquire services to support HIV vaccine development
and testing providing sample processing, retrieval and storage for
ongoing vaccine trials for the Walter Reed Army Institute of Research.
Contract performance period shall be from 01 September 1997 through 31
August 1999 with three one year option periods. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not issued. This is a request for proposal (RFP) and
the solicitation documentation and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 90-45. The
Contractor shall be required to transport, process and store
approximately 3,000 samples per year. Approximately 70 percent of the
samples furnished to the Contractor will be whole blood (approximately
60 percent and 40 percent clotted). The remaining 30 percent will
consist of other body fluids such as semen, vaginal secretions, oral
secretions and frozen cells. The Contractor shall be required to store
all samples and retrieve and furnish selected samples (after pickup
and processing), as determined by the Government, to the Division of
Retrovirology, 13 Taft Court, Suite 201, Rockville, MD 20850 or other
designated areas within the Washington Metropolitan area. The
Contractor shall also be required to maintain a database that lists all
samples therein and shall update it weekly and provide a weekly
computer print out and a floppy disk, that is MacIntosh compatible, of
all samples received, processed, retrieved and shipped to the
Government. In addition to the weekly reports, the Contractor shall
furnish the Government a monthlycumulative report. Samples for
processing and storage shall be picked up from Walter Reed Army Medical
Center (WRAMC), Washington, DC, or National Navy Medical Center (NNMC)
Bethesda, MD by the Contractor. Approximately 20% of samples will be
from other sites, such as, but not limited to, Portsmouth, VA, Fort
Bragg, NC, Fort Hood, TX, Brooke Army Medical Center, TX, Wilford Hall
Medical Center, TX, Fort Bliss, TX and San Diego, CA. Transporation
cost will be paid by the Contractor. The contractor shall provide the
Government all materials necessary to package and ship all samples to
the contractors processing facility by the Government, to be paid by
the Contractor upon receipt from the shipper, using contractor
furnished shipping materials. These samples shall be shipped to arrive
at the Contractors lab slip and information regarding the sample
processing and storage. In addition to the weekly reports, the
Contractor shall furnish the Government a cumulative monthly report by
protocol. Samples furnished theContractors will be accompanied by a
patient laboratory slip containing all the information necessary for
these reports except a unique contractor identifier number which shall
be assigned to each sample by the Contractor. These reports shall be
received by the Government no later than five (5) working days
following the period being reported. Reports shall be sent to: LTC

Instructions to Offerors-Commercial Items (OCT 1995) is hereby
incorporated by reference. 52.212-2 Evaluation-Commercial Items: The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous, representing the best value to the Government
price and other factors considered. The following factors shall be used
to evaluate offers. Evaluation will be based on (1) Technical ability
to provide the services to meet the Government requirement; (2) Past
Performance and (3) Price. Factors are listed in their relative order
of importance. Each offeror must (1) submit an offer, (2) submit a
technical proposal providing written information that pertains to their
capability to perform the required services, which shall include a
scaled diagram of the proposed facility and equipment to perform the
work required. The offeror shall identify two Federal, state, local or
private contracts for which the offeror has performed work similar to
the SOW in this solicitation. Include contracts within the last two
years, including POCs and telephone numbers. This list is due on the
established receipt date of proposals. Offerors are reminded to include
a completed copy of the provision at 52.212-3 Offeror Representation
and Certification-Commercial Items. Following clauses are hereby
