Administration (NHTSA) intends to negotiate with Westcott
Communications in Carrollton, Texas to produce and broadcast a national
teleconference about the President's Initiative (Occupant Protection
Goals). This would be achieved by a live broadcast over satellite
channels and downloaded into electronic classrooms staffed by
facilitators. The teleconference would not exceed two hours in length
and would be downloaded at no more than 60 sites. Three quarters of
these sites would be in interactive electronic classrooms the other
sites would have at a minimum, satellite downlink capabilities and
telephonic communications capabilities. The contractor must be able to
operate a 1400 seat network of interactive electronic classrooms
nationwide. The Westcott's Interactive Distance Training Network (IDTN)
enables live interaction between an instructor and client "students"
located at one or more of the Company's 45 classroom facilities. These
facilities are equipped with state-of-the-art video and interactive
response systems which allow participants to query the instructor and
allow the instructor to survey and quiz participants to evaluate
comprehension. The rooms are equipped with two 27 inch stereo TV's that
are located so that all participants may easily view and hear the
programs. The suites are located near major thoroughfares, and in major
metropolitan areas to reduce the cost of travel to the client. The
contractor will be required to plan and produce one 90 minute live
video telecast to take place in October or November using a site in
Washington, DC or Dallas, TX for broadcast to up to 45 interactive
video teleconferencing sites, plus via simulcast over the following
network Law Enforcement Television Network (LETN), has approximately
2,200 law enforcement subscribers with the network reaching at least
4,000 law enforcement agencies; Fire and Emergency Medical Services
(FETN) there are approximately 1,120 fire and emergency rescue
subscribers and other first respondersto FETN. International Fire
Service Training Association (IFSTA) also works with FETN to develop
and create regular training programs, and Automotive Satellite
Television Network (ASTN) has 2,600 automotive dealer subscribers. It
uses GM Pulsat and Chrysler private satellite networks, and taped for
delayed broadcast over PULSE a videotape subscription service for first
response emergency service providers: EMU, GSTN, Health Science
Television Network (HSTN) has 1,100 subscribers and produces programs
principally to train nurses and hospital management and staff. Programs
for patient education are occasionally scheduled on this network, and
Long Term Care Network (LCTN) has 1,200 subscribers, principally among
long-term care facilities and nursing homes. The network, also
conducts live teleconferences aimed at nurses and staff personnel. Each
of the 45 classrooms must be equipped with One Touch interactive
response keypads, satellite reception equipment, two 27" Sony
televisions and fax machines. The contractor must be able to provide an
on-site host for every IDTN classroom as well as a master of ceremonies
in the studio, a 800 phone hybrid (with 3 lines) to receive calls from
the ad hoc locations, a sign language interpreter for the hearing
impaired whose services will include a rehearsal plus simultaneous
interpreting during the broadcast, and the use of appropriate existing
Westcott footage for use as the segment opening, closing and as needed
throughout the broadcast. Interested firms may identify their
capability to respond to the work requirements listed above. The
written response must include detailed information as to
professionalqualifications and relevant expertise specifically
addressing organizational/personnel experience. Expressions of interest
without sufficient detail to permit evaluation of capabilities will not
be considered. Oral expressions of interest will not be considered.
This notice of intent is not a request for competitive quotations nor
is a Request- for-Quotations solicitation document currently available.
A determination by the Government not to compete this action based upon
responses to this notice is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive simplified
acquisition. In the absence of responses from interested firms
demonstrating their capability. NHTSA intends to request a quotation
from Westcott Communications on a noncompetitive basis for the item
described. Responses must be received by the listed procuring office
with 15 calendar days from the date of the publication of this notice.
