Construct a Pier and Shops Building at Owensboro, Kentucky. The work
includes, but is not limited to waterfront/marine construction; bank
stabilization; site utilities; paving and grading; site and building
demolition; and, construction of a pre-engineered Shops Building. All
work shall be accomplished in accordance with Specification No.
02-001-92 and Drawing No. 02-001-92. All work shall be completed within
365 calendar days after Notice to Proceed. Plans (half-size),
specifications, and all necessary bid documents will be available 19
August 1997 and may be obtained by forwarding a check in the amount of
$66.00 per set (non-refundable) made payable to Ridgway, Inc., 5001
Cleveland Street, Virginia Beach, Virginia 23462. To receive a
solicitation and be placed on the bidders' list interested parties must
submit a written request and payment to Ridgway. Do not send payment
for packages to the U. S. Coast Guard. Telephone inquiries will not be

All technical questions shall be received by 4 September 1997. Bid
opening for Solicitation No. DTCG47-97-B-3EFK21 is 18 September 1997 at
2:00 PM in Norfolk, VA. Estimated construction cost is between
$1,000,000.00 and $5,000,000.00. The solicitation is unrestricted IAW
the Small Business Competitiveness Demonstration Program. For Minority,
Women-owned and Disadvantage Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000.00. For further
