845-4661. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested; and
a written solicitation will NOT be issued. This requirement has been
assigned a response number of DE-RP04-97AL76683 and will need to be
referenced on all offers/responses to this announcement. The
requirement will be awarded under full and open competition. For
information purposes, the assigned Standard Industrial Classification
(SIC)Code for this procurement is 3484 with a corresponding size
standard of 1000 employees. This commercial item incorporates the
provisions and clauses that are in effect through Federal Acquisition
Circular 90-46. No substitute items will be accepted. The US Department
of Energy, Albuquerque Operations Office (AL) is acquistioning for 300
Variable Power Telescopic Rifle Sights. The sights shall be variable
power, 1x to 4x, with no shift in point of impact resulting from power
change. The sight shall have a battery-powered electronic illuminated
reticle, controlled by an on/off switch with rheostat for adjustable
brightness, located in the front focal plane. Reticle design shall be
as shown in the sketch entitled, "Proposed Ranging Reticle for 5.56mm
M855. 20" 1x9 barrel M16A2," with range estimation brackets and aiming
marks precisely and correctly calibrated for the external ballistics
of the referenced cartridge and barrel. A copy of the Proposed Ranging
Reticle sketch can be obtained by contacting Daniel J. Saiz at the
address/fax listed herein. Scope mounting hardware (base and rings)
supplied with the scope shall be constructed of 6061-T6 aircraft
aluminum alloy, with steel transverse locking bar for positive lockup
on Picatinny rail, and steel knob threaded into steel helicoil for
positive tightening without stripping or cross-threading. Possess quick
mount/dismount capability by sliding forward and/or rearward on and off
a MilStd 1913 Picatinny rail, without use of tools, and which can be
performed with gloves. The scope shall return to zero after dismounting
and remounting, with a maximum 0.5 minute of angle shift in point of
impact, in either windage or elevation, measured at 100 yard range to
target. The windage and evaluation adjustments shall have windage and
elevation adjustments for zeroing purposes (may be field-adjustable),
with threaded protective covers over knobs, adjustment increments of
1/2 minute of angle (true) and steel-to-steel adjustment gearing. The
sights shall have adjustable diopter. The light transmission
characteristics shall have a minimum light transmission of 90% and a
minimum exit pupil diameter of 8mm at 4x magnification The scope must
be capable of withstanding recoil up to 7.62mm NATO. The
resolution/image quality shall have a minimum resolution of 28 line
pair per millimeter. The eye relief shall exhibit long, versatile and
forgiving eye relief, no less than 2.5" and no more than 4.5". The
scope shall have an installed honeycomb mesh laser filter over
objective lens. The scope shall have plastic flip-up protective lens
caps. The weight shall not exceed 24 oz weight, including rings and
base. The dimensions shall not exceed 10" in overall length; shall have
30 mm diameter tube. The riser rail needs to facilitate installation at
proper height on flattop M-16 series rifle and shall be delivered with
a riser/extender rail which mounts securely on MilStd 1913 Picatinny
receiver rail, completely covers receiver rail and extends at least
1.25" past the forward edge of the receiver rail, incorporates a
flip-up, two-aperture rear sight adjustable for windage and provides a
MilStd 1913 Picatinny rail on its upper surface. Delivery is to KAFB,
Area 6000, Kirtland AFB, NM 87185, FOB Destination, and is required no
later than December 31, 1997. Provision FAR 52.212-1, Instructions to

Proposals will be evaluated on the basis of lowest overall price. In
addition to the vendor's proposed pricing, Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror Representation
and Certification -- Commercial Items and FAR 52.212-5, Contract Terms
and Conditions required to Implement Status or Executive Orders as
