AUDIO-VISUAL EQUIPMENT Description: This is a combined
synopsis/solicitation for commercial supplies and services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. Solicitation F09609-97-Q-0009
is issued as a request for quote (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-46. The applicable Standard Industrial
Classification (SIC) code is 5043; size standard 500 employees. This
procurement is 100% small business set-aside. The following services
are required: Dobbins Air Reserve Base, (Marietta) Georgia is
soliciting for the acquisition and installation of the following
audiovisual equipment to be delivered and installed in the Command
Conference Room, Building 210, 2nd Floor, Robins AFB, GA, Air Force
Reserve Command (AFRC). The equipment consists of the following items
in the quantities listed: Item 0001: 3 each -- SVGA LCD Projector
(i.e., Epson 5000, or w/equivalent specs); Item 0002: 3 each -- ceiling
mount kit for these projectors; Item 0003: 1 each -- integrated AXCESS
system with 8 IR serial ports, 4 RS232 ports, and 12 relays; Item
0004: 1 each -- 8-input video and stereo audio matrix switcher; Item
0005: 1 each -- 1 in/2 out splitter box; Item 0006: 6 each -- 1 in/4
out VGA distribution amplifier; Item 0007: other miscellaneous parts as
required; Item 0008: installation, training and manuals/software. AFRC
needs three LCD projectors and a new control system with a video
matrix switching to provide for either (1) center screen presentation
from one projector, or (2) dual screen presentation to support video
teleconferencing requirements. A minimum resolution requirement for
each projector is 800 x 600 (SVGA) with a horizontal scan rate up to
80khz. Must provide a full-screen SVGA display, line doubling is
desired to enhance video quality. Desired XGA resolution of 1024 x 768
(with compression). Minimum ANSI lumens for each projector is 450 ANSI
lumens. Projectors must support both rear and front projection. The
projector lamps must have a minimum expected life cycle of 4000 hours.
Two (2) VGA inputs are desired for each projector. Ceiling mount of
these projectors will be required and should be included in the cost.
The control system must be capable of supporting both single screen and
dual screen projection, video from both local and remote cameras (for
VTC) and existing computer, VCR, and Elmo input devices. The existing
audio system/devices must also be controlled. A remote control unit
must be provided. Two (2) spare halide lamps for the projectors will
also be provided. The system must be able to project to any of the
three projectors from either the current cabinet mounted computer, or
from an external laptop computer. By using an inline composite video
and audio matrix switcher, we will be able to select for viewing any or
all three projectors, up to eight (8) different video sources, i.e. VTC
local and remote cameras, VCR, Elmo, computer, laptop. Removal of the
old systems and installation to include ceiling mount of new projectors
is required. Configuration of the control system and all wiring is also
included. Contractor shall provide all wiring/cabling connectors, etc.,
and install all equipment. Contractor shall program AMX devices as
needed. Any software required will be provided to AFRC. Work must be
accomplished on the weekend or during evening (non-duty) hours to
minimize disruption of conference room use. Once installation is
complete, the contractor shall provide training and a copy of
appropriate documentation and manuals, including all equipment manuals.
Any software required to support the control system shall also be
provided. A configuration (wiring diagram) drawing of the setup shall
be provided. Contractor shall pay all shipping charges. Evaluation will
be in accordance with FAR 52.212-2 based on price. Offerors shall
include a completed copy of FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with quote. Clause 52.212-4, Contract
Terms and Conditions-Commercial Items, applies without addenda. Clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies. Department of Labor
Wage Determination No. 94-2133 (Rev. 5), dated 09/30/1996 applies to
any resultant contract. Written quotes are due at 94 LG/LGC, 1538
Atlantic Avenue, Suite 106, Dobbins ARB, GA 30069-4824, by COB 22 Aug
